Civil Engineer
We currently seek a high caliber Civil Engineer for a long-term basis within our client’s team of experienced professionals. Based in Ridgrecrest, CA.

Duties and Responsibilities:
• Review contract drawings and specifications (including RFPs) for constructability and conformance to existing field conditions.
• Prepare a government conformed set of contract documents (DB and DBB).
• Participate in pre-award meetings as appropriate.
• Attend post-award contract meetings, such as post-award kickoff meetings (PAK), preconstruction conferences. informal or formal partnering meetings. schedule acceptance meeting, design review meetings, weekly progress meetings, and Facility Turnover Planning Meetings (NAVFAC Red Zone).
• Review and approve contractor's submittals for conformance with the requirements of the contract drawings and specifications. Review and approve shop drawings. samples of materials and components, catalog in formation, certificates of compliance, Value Engineering Change Propos (VECPs); and provide technical responses to Requests for Information (RFls).
• Ensure requests for deviations or changes to any terms and conditions of the contract are coordinated and approved. as appropriate with PM, CM, and contracting officer.
• Visit construction sites to monitor progress and resolve construction issues in a timely manner.
• Provide technical solutions to unforeseen problems that arise during the contract duration in coordination with the construction contractor
• Assist in identifying the need (and subsequent reason code) for a modification to scope. cost and/or schedule based on collaboration with the construction contractor. Supported Command, designer of record. PM and/or other entities.
• Support the issuance of requests for proposal by assisting in determining needed changes and writing technical scopes of work.
• Assist in the preparation of an independent government estimate (IGE), if the requirement exceeds $250,000.
• Prepare or coordinate the preparation of sketches and drawings in support of negotiations and issuance of the modification of over $250.000.
• Provide technical support to the acquisition team for claims/disputes /terminations processing, negotiation and resolution.
• Assist with construction quality assurance by performing code required special inspections or required architectural observation.
• Witnesses acceptance testing of the roofing, building enclosure, air barrier systems. and pressure testing as integral parts of the facility commissioning proc,
• Notify the Contracting Officer and CM immediately of any significant event or technical deficiency associated with contract performance.

REQUIREMENTS:
• Bachelor's or Master’s Degree in Civil Engineering (or certified equivalent).
• A minimum of I0 years of Experience as a Structural Designer on commercial/Industrial type facilities contracts with at least five (5) valued in excess of $10 million.
• Must be Registered PE
• Experience with P6
