Summary of position:
Currently seeking a Mechanical Engineer with military construction base experience for a well-established construction management firm in the Washington, DC area.

Requirements / Duties:
• Three (3) or more years’ experience developing plans, solutions, and designs for facility and infrastructure projects and systems.
• Bachelor’s Degree in Mechanical Engineering

Qualifications:
Full-time Project Programmer position, with a minimum of 3 years’ experience and a background and degree in Mechanical Engineering. Experience developing plans, solutions, and designs for facility and infrastructure projects and systems. This position will provide on-site subject matter expertise with technical education/training in performing programming, planning, design development, integration with existing physical infrastructure and other projects, documentation, and project and construction management of facility and infrastructure projects of varying scope and cost. The selected candidate will be expected to provide technical advice on facility and infrastructure requirements of varying complexity in support of the 11CES / Engineering Flight at JBAB.
• Pre-Award Support- In assisting 11CES management and oversite of contracts, the candidate shall deliver documents taking the request from the customer and developing the technical requirement suitable for delivery to an A/E contractor and programming of the project to include the development of parametric cost estimates, design instructions and the supporting data for DD Form 1391's. The candidate shall assist the 11CES in managing A/E contracts.
• Technical Interchange- The candidate shall provide technical expertise to the 11CES. The candidate shall deliver technical presentations, provide agendas and meeting minutes, facilitate meetings, etc.
• Deliverable Review- The candidate shall perform and deliver technical reviews of data deliverables submitted by A/E contractors within one week of receipt. Reviews shall assess functional and technical accuracy/completeness, and compliance with applicable regulations.
• Documentation- The candidate shall assist in documenting program files, organizing files and providing administrative support, such as filing minutes of regulatory and partnering sessions.
• Statutory and Regulatory Requirements Support- The candidate shall provide deliverables which review, interpret and define the application of new statutory and regulatory requirements.
• Cost and Scheduling Support- The contractor shall provide deliverables which help to define requirements and evaluate A/E performance. Deliverables shall include design instructions, Rough Order Magnitude parametric cost estimates, project status reports during design phase, and alternative corrective measures to recover from schedule lapses and cost overruns.
• Pre-Award Support- In assisting 11CES management and oversite of contracts, the candidate shall deliver documents taking the request from the customer and developing the technical requirement suitable for delivery to Construction firms for project completion to include the development of parametric cost estimates, statements of work and other project documents required to project completion.
• Technical Interchange- The candidate shall provide technical expertise to the 11CES. The candidate shall deliver technical presentations, provide agendas and meeting minutes, facilitate meetings, etc.
• Deliverable Review- The candidate shall perform and deliver technical reviews of data deliverables submitted by Construction contractors within one week of receipt.
• Technical Reports- The candidate shall provide technical reports to include the requirements development, design instructions, parametric cost estimates, work breakdown structures and design review comments.
• Presentation Materials- The candidate shall provide Presentation Materials as necessary to define the project requirement or manage the design development.
• Internal Management Reports- The candidate shall deliver this information to the government in electronic format compatible with Microsoft Office products on the fifteenth business day of the month following the period covered by the report. The reporting period shall not cover more than 30 calendar days.
• Provide project programming support to include infrastructure and installation planning and programming activities.
• Studies and Technical Support- The candidate shall provide deliverables resulting from technical analysis and review.
• Data Collection- The candidate shall provide technical expertise in evaluating asset condition and asset life cycle replacement for facilities and infrastructure.
