Construction or Building Inspectors // First Level Civil Engineers

These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non- structural building damage, etc.) and develop the associated project grants to validate infrastructure damage an record detailed damage descriptions during the inspection. The staffing quantities under this position are not in addition to the total labor category pool under this contract. Instead the contractor shall consider them part of the Site Inspectors (site with minor to medium damage) pool of staff/labor categories. Specific tasks include:
• Communicating and coordinating with other PA staff involved in the PA Program delivery process for Applicants
• Scheduling and conducting site inspections with the Applicants
• Identifying need for and engaging technical specialists and environmental/historic preservation compliance specialists when appropriate throughout the program delivery process
• Performing accurate quantification and detailed description of disaster related damage, including debris
• Taking representative photographs that depict damage claims
• Completing sketches of sites to supplement photographs and capture profile and cross sectional perspectives
• Writing a detailed damage description
• Obtaining the Applicant representative's agreement that all disaster-related damage was described and quantified correctly
• Developing the completed site inspection information in a timely manner
• Working with Applicants to logically group and prioritize projects based on the Applicants recovery prioritie
• Establishing regular meetings with the Applicants to facilitate the program delivery and recovery process
• Tracking and following-up with the Applicant on FEMA's Requests for Information and documentation submission
• Developing scopes of work, including related code and standard requirements
• Validating applicant-provided scopes of work, including related code and standard requirements
• Developing and reviewing cost estimates
• Evaluating hazard mitigation proposals and developing benefit-cost analyses
• Developing cost estimates for infrastructure projects
• Evaluating applicant-provided cost claims for reasonableness
• Reviewing information provided and identifying additional information needed
• Reviewing applicant labor policies, pay rates, and fringe benefit information
• Reviewing timesheets and employee work logs
• Participating in regular FEMA meetings by providing updates on work status
• Evaluating claims and making recommendations to FEMA as to whether the claim is eligible
• Discussing and resolving eligibility issues
• By day 55 after the Recovery Scoping Meeting, verifying with the Applicants that all disaster-related damage have been identified and documented
• Assist with the development of the Determination Memo by completing appropriate sections and communicating final determinations to the Applicants
