Manager, Safety, Health, Environment & Quality

Position Summary

This position ensures the safety, health, and environment at the facility meet all regulatory (federal & state) and Company requirements; oversees environmental compliance; manages disposal operations.

Essential Job Functions

• Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary.
• Manages the West Coast region Safety, Health, Environment and Quality (SHEQ) department.
• Ensures compliance with all applicable environmental permits for West Coast Terminals.
• Functions as key contact point on environmental issues for VNA environmental managers, terminal managers, operations managers and/or general managers.
• Ensures West Coast terminals are represented with all environmental regulatory agencies and customer environmental personnel.
• Verifies environmental permits and renewals are completed and in compliance
• Coaches management on SHEQ applications for new facilities
• Monitors environmental standards and practices at all Company facilities; ensures compliance with governmental and Company processes, procedures, policies, standards, and regulations
• Performs internal SHEQ audits; participates in customer SHEQ audits as required
• Manages the LA and Long Beach safety programs and facilitates safety meetings with front-line employees
• Performs work activity safety assessments for employees and contractors
• Serves as advisor to General Counsel on environmental affairs
• Ensures terminal represents Company interests in community and industry meetings
• Manages or coordinates special projects related to SHEQ affairs
• Manages the implementation of the Company Standards (SHEQ, maintenance & operations' policies and procedures) and the Company Fundamentals (key safety policies).
• Manages local Workers' Compensation program.
• Trains regularly on all Federal, state and local SHEQ regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements
• Performs other duties assigned by management that fall within the generally expected scope of this position
Experience Requirement
• 10+ years of safety, health, environment, and quality experience, preferably in the liquid storage or oil and gas industry. Minimum of 5 years supervisory experience.
• Experience managing environmental concerns; proven experience in air, water and waste systems required.
• Excellent knowledge of the Federal and State environmental regulations; regulatory agency processes and procedures knowledge; understanding of Workers' Compensation, OSHA, Coast Guard's OPA90 and security regulations, and National Fire Protection Association rules (NFPA); In-depth knowledge of EPA and regulations from the Department of Toxic Substances Control.
• Proven work experience with CAL-OSHA, the South Coast Air Quality Management District and the State and Regional Water Quality Control Board required.
• Excellent computer skills including Microsoft office Suite, safety critical and regulatory software programs; governmental databases and systems
• Ability to multi-task; experience in project management; ability to prioritize
• Customer service focus including the ability to communicate diplomatically; problem solver; good employee and public relations skills
• Excellent English communications skills, both oral and written; ability to communicate with all levels of organization

Education Requirement
• B.S. in Environmental Sciences, Biology, Chemistry, Engineering or related field
• Advanced degree in business, environmental or other sciences strongly preferred
