Job Summary
As a Medical Equipment Planner contractor focusing on medical equipment planning, incumbent is assigned multiple, complex design projects undertaken by the Procurement Section, Office of Facility Planning and Development. Incumbent is responsible for planning and developing an equipment plan and associated infrastructure requirements to support all medical equipment for VAPAHCS construction projects from concept design to building activation. The incumbent works as a technical expert and project manager with technical independence under general supervision. Full technical responsibility is mandated in achieving an aesthetically pleasing and therapeutic environment of care for patients, visitors and staff
Job Description
Equipment Planning: Conduct user group meetings with services identify and journalize all equipment and infrastructure requirements. Analyze equipment requirements and coordinate team to examine how to integrate functions with the appropriate capabilities of existing systems/processes.
Equipment Infrastructure Requirements: Identify all building infrastructure requirements for equipment installation related to power, data, HVAC, plumbing, etc., and ensure these requirements are provided to the architect/engineering (AE) firms and ensure that these requirements are included in all project design and construction documents. Identify if the equipment will be VA furnished, VA installed (VV) or VA furnished contactor Installed (VC) or contractor furnished contractor installed (CC).
Equipment Procurement: Develop all procurement requirements and equipment specification sheets and submit to contracting for purchase. Research state of the art equipment and identify sources of procurement. Coordinate with contracting officer. Enter all procurements in Budget Project Tracker. Use Attainia for project management.
Equipment Installation:Inventory and coordinate the installation of all (VV) equipment. Coordinate the transfer of VC equipment to the general contractor. Review and approve General Contractor (GC) submittals for CC equipment. Ensure all equipment is installed correctly. Maintain all procurement documents. Coordinate the installation of equipment with Engineering Service and Biomedical Engineering prior to being used.
Equipment Training and Maintenance:Coordinates training with equipment vendors and ensures staff is properly trained in the use and safety procedures for equipment. Develops, with theassistance of Engineering Service, recurring maintenance and repair programs for all building equipment. Maintain all warrantee agreements.
Project Management: Incumbent will prepare project documents, including statement of work (SOW),independent government cost estimate (IGCE), and other Project Management Institute related documents. Project assignments involve independent responsibility for planning, coordinating, cost estimating, design, development and completion.
Quantitative Analyses: Incumbent will complete both qualitative and quantitative analyses. Incumbentwill develop budgets to identify resource requirements required to effectively procure, install and activate the new equipment. The incumbent must possess a strong aptitude in mathematics and accounting necessary to formulate budgets, manage and track all equipment activation activities. Incumbent will develop activation spreadsheets for each project, plan procurement obligations, budgets, resource requirements and other relevant financial analyses required to successfully activate new VA facilities.
