Cost Estimator Job Responsibilities
1. Provide budget estimates for new projects under consideration.
a. Receive request from BMW responsible party.
b. Prepare effort hour estimate to complete estimate including additional resources if required.
c. Submit PR for BMW approval.
d. After funding approval evaluate scope documentation and identify if additional information is required to provide level of estimate requested.
e. Provide quantity takeoff of major systems and use appropriate unit prices to estimate direct cost of project.
f. Apply indirect costs for engineering, construction management services, permitting.
g. Include amounts for contingency and escalation as appropriate.
2. Provide check estimates for design submittals and change reviews.
a. Change order request (COR) is received from contractor based on engineer of record design change, user request or changed field condition.
b. Evaluate documentation provided with COR to determine if change is already included in scope of contract.
c. Provide quantity takeoff and pricing using historical costs. Obtain vendor quotes as needed.
d. Identify cost variances, review with contractor and make revisions as required.
e. Setup and maintain COR log for project.
f. Prepare purchase requisition (PR) and change order (CO) paperwork.
g. Review and obtain approvals with Fluor and/or BMW project manager.
3. Provide estimating support as required to evaluate alternate systems or products.
a. Receive request from BMW responsible party.
b. Evaluate functional requirements of proposed system and identify alternate solutions.
c. Contact vendors of possible solutions and obtain comparative pricing. Include additional requirements for utilities, installation, resources, and delivery.
d. Compile comparative pricing recap including pros and cons.
4. Coordinate home office support for detailed estimating as required.
a. Identify resource needs for extensive estimating requests.
b. Coordinate with Fluor project director to determine staff requirements and expectations.
c. Prepare effort hour estimate for BMW review and approval.
5. Produce final cost summary with key quantities for each project.
a. During initial project setup coordinate with Fluor project manager and cost control the DIN codes to be used for tracking project costs.
b. Verify that COR individual cost items use the correct DIN code in project cost report.
c. After project closeout use project cost report and contractor schedule of values (SOV) to assign level 3 DIN codes per the Project Summary Report template.
d. Provide quantity takeoff from project documentation appropriate to each DIN code to provide a unit cost.
e. Provide project scope description taken from Request from Proposal (RFP) and other bid documentation and/or COR documentation.
f. Provide a plan view to provide overview of project scope.
g. Provide level 1 bar chart schedule to include project identification and funding, contract acquisition for design and/or construction, detailed design and construction, and project closeout/turnover to end user.
h. Submit Project Summary Report to Fluor Project Director for review and approval.
i. Submit Project Summary Report to BMW Section Manager for review and approval
