Principal Project Controls Specialist (Deputy Project Controls Manager)

Job Description:
• This position reports to the Project Controls Manager and directly interfaces with the Project Deputy Director/Business, Project Director and Client representatives.
• Develop, implement, and direct the total Project Controls functions on a large project.
• Implement the Work Breakdown and Project Coding Structures to ensure that data are converted correctly from the original estimate to the Project Control system
• Analyze variances in cost or schedule performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management
• Review project profit recognition; provide evaluation of opportunities with management
• Review project schedule including critical path activities and review schedule float for schedule slippages
• Maintain working knowledge of the functionality of automated cost or scheduling management systems
• Coordinate estimate development with the Project Estimator
• Participate in the supervision, development, and implementation of training courses and mentoring of Project Controls personnel
• Supervise and manage the change management process
• Manage the review of Project Profit/Risk Analysis with management and provide status reporting
• Facilitate internal and external audits
• Plan and organize the setup of project baseline in project controls system, and implement a plan to track against the baseline on a regular basis
• Active participation in the Project Change Management Program, avoidance and resolution of claims, negotiation of Change Orders and Modifications, compliance with prime contract terms and conditions, government regulation and status and company internal practices.
• Lead the project efforts for cost/scheduling activities
• Maintain familiarity with the functionality of company's automated cost management system and planning and scheduling system
• Provide meaningful, accurate historical data
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Maintain compliance with all applicable policies, procedures, and global standards
• Other duties as assigned.

Minimum Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to nineteen (19) years if non-degreed
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
