POSITION OVERVIEW:
Electrical & Fiber Communications Superintendent / QA manager - Electrical and Fiber Optic Communications -Responsible for onsite management of Parsons subcontractors installing fiber optic communications systems and supporting electircal system upgrades. Executes daily coordination and inspections and documentation related to all material or system component installations, testing, commissioning etc. for the Waste Isolation Pilot Plant (WIPP) project located 26 miles Southeast of Carlsbad New Mexico.

The Supt. / QA Inspector is assigned by the program manager to assist in monitoring and measuring project progress and communication between Parsons subcontractors and the WIPP customer. The Supt./QA shall be able to take a project from design, to implementation, and final acceptance by the customer. Monitors and sends schedule updates to the project manager. Must be knowledgeable in DoE regulations pertaining to safety security and be able to ensure compliance of the system to project requirements, address engineering inquiries, and support the installation team in resolution of problems.

Reads and interprets statements of work, specifications, and design drawings.

Familiar with Fiber Optic components from various manufacturers for implementing and integrating communications and data equipment.

Attends / Conducts project status meeting to provide management coordination & support for the project.

Interfaces to site and customer personnel representing Parsons interests and resolving project issues.

Create or supports the creation of project documentation including drawings, submittals, and training materials.

Writes test procedures and supervises acceptance testing of systems.
Conducts site surveys.

Is the final review and approving agent for technical specification and drawings submittals.

Plans, organizes, and supervises specific portions of Fiber Optic installations for the overall system installation project. Serves as the primary point of contact with the client and the subcontractors.

SPECIFIC RESPONSIBILITIES:
Reads and interprets statements of work, specifications, and design drawings in order to plan, execute and complete installation of Fiber Optic and Electrical support systems

Assists in the resolution of conflicts between design and current configuration and infrastructure in order to plan, execute and complete installation of the various systems

Interfaces with site and client personnel representing Parsons interests and resolving project issues.

Works within a cross functional group and may provide leadership of CADD resources and document control personnel.

Supports the creation of project documentation including drawings, submittals and training materials

To submit inspection requests in coordination with concerned site/project engineers. Prepare daily QA/QC report regarding inspections, material, Non conformances etc. Prepare weekly surveillance reports, non-conformance reports and verification of corrective actions. Checks the drawings and documents used at site for approvals and compliance with project requirements. Ensures that all works are carried out as per the approved method statements and drawings.

Ensures that all equipment used in testing and inspections are calibrated and with valid certificates. Assists / coordinates the preparation of the final handing over documents such as "As-Built" documents, testing and commissioning reports etc.

Preparation of testing and commissioning method statements in coordination with vendors, General Contractor representative's and project owners representative's .

Supervises the daily activities of craft supervisors, foremen, and subcontractors. This includes supervising, directing, and designating work assignments.

Maintains surveillance of labor performance, manpower allocation, and effective use of tools and equipment. Ensures the use of best practices in design and execution to attain required quality control of design and procurment tasks to
