MANAGER HUMAN RESOURCE DEVELOPMENT (D3 PATERSON GRADING)
• Our client – Manganese Division requires the services of a Human Resource Development Manager at their Black Rock Mine Operations situated 80km North-West of Kuruman in the Northern Cape.

MAIN TASK & RESPONSIBILITY
• Manage the training and development function and formulate HRD strategies, policies, standards and guidelines, implementation and continuous improvement of the HRD system.

MINIMUM QUALIFICATIONS (Essential unless otherwise indicated):
• Grade 12
• Degree in Human Resources Development / Bachelor ODETDP (Level 7)
• Blasting Certificate / Mine Overseers Certificate (Advantageous)

EXPERIENCE AND REQUIREMENTS (Essential unless otherwise indicated):
• 10 years’ experience in Training and development / OD / Transformation/ HR Processes in mining
• 3 years’ experience in a management position
• Valid Code B/EB driver’s license

KNOWLEDGE AND SKILLS (Essential unless otherwise indicated):
• Develop, implement and monitor the learning management strategy, policies and procedures
• Develop, implement and monitor the learning framework for proactive human capital management, incorporating talent pools, accelerated training and development initiatives, career paths succession planning and community upliftment programs
• Maintain and manage MQA accreditation by ensuring that all HRD processes and training material are aligned to national standards
• Ensure alignment and execution of the Social and Labour plans commitment, legislative compliance and reporting and institution of remedial measures
• Promote and enforce a culture of statutory compliance i.e. BBBEE, EE and DTI
• Evaluate negative trends and introduce remedial solutions
• Ensure operational adherence to regulations and standards
• Plan, direct and assess Quality management within the function
• Manage learning and development Quality assurance
• Manage change programs, diagnose deviations and take corrective action where required
• Develop document control systems and practices
• Approve innovations and provide the means for implementation
• Deliver cross- functional performance management support
• Compile management development initiatives on an annual basis
• Conduct analyses of skills requirements and convert to employee development strategy to meet current and future skills requirements
• Create climate designed to support and encourage training and development
• Implement standardised budget control systems
• Act as representative of the organisation at stakeholder forum/s
• Ad hoc, any other reasonable duties as and when requested from time to time.

The candidate will be appointed on the condition of being certified medically fit as per Mine Health and Safety Act 29/1996. Preference will be given to applicants from previously disadvantaged groups to support the company’s employment equity plan.

Remuneration: Remuneration will be based on a competitive all-inclusive flexible package. The successful candidate that conforms to all said requirements and experience will be appointed on this grading. A candidate that does not conform to all set requirements and experience will be considered only if a suitable candidate that does comply cannot be selected and only if the requirements of the position support a developmental appointment according to policy.
