Operations and Access Lead
This position as the Lead of the Operations and Access is instrumental to the success of the project with respect to Operation, Access, Short and Long Term Planning, and Documentation development (SSWP, IOP, and System Access Coordination/Entry). The lead for this position is critical in ensuring all stakeholders in the District are well informed of planned, scheduled, and potential revenue impacting work scope. It is important that the person who leads this position is well entrenched in understanding who the contacts are and already have a working relationship with them to ensure the following continue without interruption.
Operations and System Access Lead:
• Working with District stakeholders to develop plans for operational accessibility to both Right of Way and Facility work in compliance with Contractual specifications.
• Weekly submission of System Access Requests (SAR’s) with associated Maintenance Support coordinated, including Bart Operations Liaisons, Engineering, and Transportation partners.
• Understand the roles and responsibilities involved in the planning and establishment of project work protections, including a working knowledge of RWP rules to minimize impacts to revenue operations and maximize contactor productivity in the field.
• This includes the planning of project request for storage of on rail vehicles and scenario-based planning of operational use of on-rail vehicles within the construction limits.
Short- and Long-Term Planning:
• Continuous and ongoing development of the Contactor Look Ahead Schedule (LAS) with timely delivery to District support stakeholders.
• Weekly / Monthly meetings with the Internal Bart team, Contractor and/or District Stakeholder (primarily System Access and Operations) to discuss and clarify short and long term plans of the project in an effort to mitigate any potential conflicts of schedules / work scopes.
• Plan, develop and then execute site visits, as needed, with interfacing projects.
• SSWP and IOP Development and Delivery:
• Assist Contractor with development of SSWPs via joint meeting discussions during draft review of document
• Seek stakeholders for comment resolution during formal review process of SSWPs
• Develop operational plans for the development and integration of Interim Operational Plans (IOPs)to ensure impact on District operations are communicated, accepted and then implemented seamlessly.
• Ensure approval of work plans in timely manner before required system access authorization
