We currently seek a high caliber Quality Program Manager for a long-term basis within our client’s team of experienced professionals. Based in Los Angeles, CA

Reporting into the Developer’s top tier management group, the Quality Program Manager shall have authority independent of the Project Manager and at least equivalent in level of authority to that of the Project Manager.

Job Requirements:

• Overseeing the overall quality Program and the preparation, implementation and updates of the Developer’s Quality Program (DQP). The DQP shall establish a quality program team which shall be distinct and separate from the design and construction production organization. This includes responsibility for making sure that all engineering, construction and manufacturing processes meet the quality standards and testing processes required
• This position has direct reporting obligations to superiors that are above the level of the Project Manager and a duty to report on the performance of, and compliance with, all management and quality plans.
• As a key member of the quality management team, this position shall work independently of those executing the Work and shall provide status reports on noncompliance actions and results of Quality Assurance (QA) reviews and audits as well as QA/Quality Control (QC) documentation on major milestones along the delivery timeline.
• As an agent of the Project Developer, this position implements and maintains an effective DQP to manage, control, document, and ensure that the Work complies with the requirements of the Contract Documents.
• The quality program team shall report directly to the QPM and the QPM reports to senior management team independent from the production organization.

Qualifications:

• Bachelor's degree or equivalent. Engineering degree required. Given the scope of this position and the technical complexity of the project, an engineering background is essential.
• A minimum of ten (10) years of quality management experience on rail, transit or other design-build projects is required.
• The candidate must have experience identifying standards to measure the quality of a project or deliverable, analyzing details that can affect the quality of the project and deciding what the best techniques are for the optimal end results
• This position requires the use of engineering techniques and analysis to improve the dependability and reliability of the Developer’s Quality Program.
• Training in the use and application of quality programs including the application of ISO 9001 is required.
• Experience developing, implementing, and directing the processes that result in a specific level of quality required by a Quality Program is a must.
• Experience establishing practices to monitor and control quality.
