Procurement Manager – CAPEX Projects

Position Overview

The Procurement Manager – CAPEX Projects is responsible for leading procurement and contract management activities for major capital projects. This role develops and executes procurement strategies that support project objectives, budget requirements, schedule commitments, and risk management goals while ensuring successful project delivery.

The position will work closely with engineering, construction, legal, project controls, and operations teams to manage the procurement lifecycle from planning and sourcing through contract execution and supplier performance management.


Key Responsibilities

Project Procurement Leadership

  • Develop and implement procurement strategies aligned with project objectives, budgets, schedules, and risk management requirements.
  • Lead procurement planning for all project packages, including long-lead equipment, engineered systems, construction contracts, and site services.
  • Ensure procurement activities support project milestones, construction schedules, and commissioning requirements.
  • Coordinate procurement execution to support overall project delivery objectives.

Strategic Sourcing & Contract Management

  • Manage the complete procurement lifecycle from sourcing strategy through contract award and supplier management.
  • Prepare and administer:
    • Requests for Quotation (RFQs)
    • Requests for Proposal (RFPs)
    • Bid evaluations
    • Commercial negotiations
    • Contract awards and execution
  • Negotiate commercial terms, pricing structures, warranties, liquidated damages, and service agreements.
  • Partner with Legal and Project teams to develop, review, negotiate, and administer contracts.
  • Support contract administration activities throughout the project lifecycle.

CAPEX Equipment & Construction Procurement

  • Lead procurement of major capital project packages, including:
    • Process Plant Equipment
    • Mechanical Systems
    • Electrical & Instrumentation Systems
    • Structural Steel and Fabrication Packages
    • Construction and Installation Contracts
    • Utilities and Infrastructure Systems
  • Coordinate closely with engineering teams to ensure technical requirements are accurately reflected in procurement packages.
  • Support vendor clarification meetings and technical-commercial evaluations.

Supplier & Stakeholder Management

  • Identify, evaluate, qualify, and develop strategic suppliers and contractors.
  • Conduct supplier assessments, commercial reviews, and performance evaluations.
  • Build and maintain strong relationships with domestic and international suppliers.
  • Collaborate with project stakeholders to align procurement priorities with project execution goals.
  • Manage supplier communications and performance expectations throughout project execution.

Cost Control & Risk Management

  • Drive value creation through:
    • Competitive sourcing strategies
    • Commercial negotiations
    • Supplier optimization initiatives
  • Monitor procurement commitments against approved project budgets.
  • Identify procurement and supply chain risks and implement mitigation strategies.
  • Support claims management, dispute resolution, and commercial issue management.
  • Contribute to overall project cost optimization initiatives.

Governance & Compliance

  • Ensure compliance with company procurement policies and procedures.
  • Promote ethical sourcing practices and adherence to regulatory requirements.
  • Maintain accurate procurement documentation, records, reports, and contract files.
  • Support internal audits and external compliance reviews as required.

Qualifications

Education

  • Bachelor's Degree in:
    • Engineering
    • Supply Chain Management
    • Business Administration
    • Construction Management
    • Related Discipline

Preferred Education & Certifications

  • MBA
  • Certified Professional in Supply Management (CPSM)
  • Chartered Institute of Procurement & Supply (CIPS)
  • Project Management Professional (PMP)
  • Equivalent professional certifications

Experience

  • 10+ years of procurement and contract management experience.
  • Minimum 5 years supporting large-scale industrial CAPEX projects.
  • Experience within one or more of the following industries preferred:
    • Steel
    • Mining
    • Metals
    • Energy
    • Manufacturing
    • EPC / EPCM Organizations
    • Heavy Industrial Operations
  • Proven success managing high-value equipment procurement and construction contracts.

Technical Skills

  • Strong understanding of project procurement methodologies.
  • Expertise in contract management and commercial negotiations.
  • Experience with:
    • EPC Contracting Models
    • EPCM Contracting Models
    • Construction Contracting Structures
  • Knowledge of procurement systems and ERP platforms, particularly SAP.
  • Strong analytical, commercial, and problem-solving capabilities.
  • Ability to evaluate commercial terms, supplier proposals, and contract risks.

  • Ability to manage multiple priorities within demanding project schedules.
