Project Manager
Overview
TRS Staffing Solutions is seeking a Project Manager to support refinery, energy, and industrial capital projects in the Pacific Northwest.

This is an excellent opportunity for a proven project leader with experience managing engineering, procurement, and construction projects within heavy industrial environments. The successful candidate will oversee projects from proposal development through construction support and closeout, ensuring safety, quality, schedule, and budget objectives are achieved.
The ideal candidate will have experience leading capital projects within refinery, oil & gas, petrochemical, or industrial facilities and be comfortable working directly with clients, contractors, and multidisciplinary engineering teams in a fast-paced project environment.

Key Responsibilities
Project Leadership
  • Lead and manage capital engineering and procurement projects from initiation through project closeout.
  • Oversee projects up to approximately $60M Total Installed Cost (TIC).
  • Establish project objectives, execution strategies, schedules, and budgets.
  • Ensure projects are delivered safely, on schedule, within budget, and in accordance with project requirements.
  • Support proposal development and planning for new project opportunities and future project phases.
Project Controls & Execution
  • Manage project costs, schedules, forecasting, and resource planning.
  • Implement and maintain project controls and change management processes.
  • Monitor project performance and proactively identify risks and mitigation strategies.
  • Review and approve project invoices prior to client submission.
  • Track milestones and ensure project deliverables meet quality expectations.
Client & Stakeholder Management
  • Develop and maintain strong working relationships with clients, contractors, vendors, and internal stakeholders.
  • Facilitate project meetings and drive timely decision-making.
  • Prepare project reports, presentations, and written communications.
  • Serve as the primary point of contact for project execution and client coordination.
Team Coordination
  • Coordinate activities between engineering disciplines, procurement teams, construction personnel, and project controls.
  • Support staffing forecasts and resource planning efforts.
  • Promote effective communication and collaboration across project teams.
  • Lead multidisciplinary project teams through all phases of project execution.
Continuous Improvement
  • Identify and implement value engineering opportunities.
  • Capture and apply lessons learned throughout the project lifecycle.
  • Support best practices in project delivery and execution.
  • Drive continuous improvement initiatives focused on efficiency, quality, and project outcomes.
Safety & Quality
  • Promote a strong commitment to health, safety, and environmental performance.
  • Ensure compliance with company, client, and regulatory requirements.
  • Foster a culture of zero incidents and operational excellence.

Required Qualifications
Education
  • Bachelor's Degree in Engineering, Construction Management, or another related technical discipline.
  • Equivalent project management experience may be considered.
Experience
  • Minimum of 8 years of related industrial project experience.
  • Minimum of 4 years of Project Management experience managing engineering and capital projects.
  • Experience supporting:
    • Refinery projects
    • Oil & Gas facilities
    • Petrochemical facilities
    • Industrial manufacturing facilities
    • Energy or heavy industrial environments
Project Management Skills
Strong experience with:
  • Capital project execution
  • Front-End Loading (FEL) processes
  • Detailed engineering and design phases
  • Construction support and execution
  • Project funding and approval processes
  • Schedule management
  • Cost management
  • Forecasting and budgeting
  • Change management systems
Professional Skills
  • Excellent written and verbal communication skills.
  • Strong organizational and leadership abilities.
  • Ability to manage multiple priorities simultaneously.

  • Ability to lead multidisciplinary teams in a collaborative environment.

Preferred Qualifications
  • Experience managing refinery capital projects.
  • EPC/EPCM project experience.
  • Experience overseeing engineering and procurement workstreams.
  • Strong understanding of industrial construction practices.
  • Previous experience supporting brownfield facility upgrades and capital improvement projects.
  • Project Management Professional (PMP) certification is a plus.

Work Schedule
  • Hybrid schedule:
    • Tuesday through Thursday onsite in Ferndale, WA
    • Monday and Friday remote
  • Every other Friday off.
  • Frequent interaction with project teams and stakeholders both in-office and at project sites.

Travel Requirements
  • Regular travel to local industrial and refinery facilities.
  • Participation in client meetings, site walkdowns, and project reviews.
  • Less than 10% overnight travel.

Additional Requirements
  • Ability to obtain and maintain a TWIC Card.
  • Ability to obtain required site safety training and certifications.
  • HHFT Safety Training certification or ability to obtain.
  • Successful completion of background screening.
  • Participation in federally mandated drug and alcohol testing programs.
  • Authorization to work in the United States without sponsorship.
