A federal Quality Control Manager (QCM) job description involves overseeing quality assurance and control on government construction projects to ensure they meet all contract specifications, plans, and regulatory requirements. Key duties include developing and implementing a project-specific Quality Control Plan (QCP), managing the Three-Phase Control System, conducting inspections, reviewing submittals, documenting all activities, and managing non-conformance issues. Experience with federal agencies like the US Army Corps of Engineers (USACE) and/or NAVFAC, along with proficiency in their software like QCS or RMS, is often required.
Core responsibilities
- Quality Control Plan (QCP): Develop and implement the QCP, which outlines the quality control procedures for the project.
- Three-Phase Control System: Apply the preparatory, initial, and follow-up inspection phases for every Definable Feature of Work.
- Inspections and testing: Perform daily jobsite inspections and oversee material testing and commissioning of systems.
- Submittal management: Review, certify, and track all submittals, including shop drawings and material certifications, to ensure they comply with the contract before work begins.
- Documentation and reporting: Prepare and submit accurate daily activity reports and maintain logs for inspections, deficiencies, and corrective actions.
- Deficiency management: Identify, document, track, and verify the correction of any deficiencies or non-conforming work, with the authority to stop work if necessary.
- Compliance: Ensure all work complies with contract specifications, codes, and regulatory standards, such as USACE and NAVFAC requirements.
- Coordination: Collaborate with project managers, superintendents, and subcontractors to schedule inspections and address quality concerns.
- Education and experience: A bachelor's degree in a relevant field (e.g., Construction Management, Engineering) and/or a minimum of 5 years of construction experience is often required.
- Federal experience: Previous experience on federal projects, particularly with USACE or NAVFAC, is frequently a requirement.
- Certifications: Construction Quality Management for Contractors (CQM-C) certification is often a mandatory requirement.
- Software proficiency: Proficiency in Microsoft Office Suite (especially Excel) and federal government software like USACE QCS or RMS is typically expected
