Quality Engineer

Direct Hire – project thru 2021

Job Description:

This position possesses competence in all conventional aspects of Quality for project activities to be able to plan and execute standard Quality techniques, standards, procedures, and policies, and devise new approaches to problems encountered. This role provides technical and administrative direction to lover level personnel.

 

Principal Job Duties & Responsibilities:

  • Assist in the preparation of project audit schedules, discipline activity plans for the Quality function, and audit reports (internal and external), noting non-conformances and verifying effective corrective action
  • Assist (if directed by senior Quality management) the Project Manager in developing an orientation program to ensure that the project teams are familiar with the requirements of the Project Quality Plan; including other Quality matters, if required
  • Act as a Quality auditor and may follow up on audit findings and corrective actions
  • Assess (if directed by senior Quality management) the ability of the suppliers to meet the Quality requirements of the project
  • Assist in the maintenance of project Quality records for all phases of the project
  • Execute project Quality work in accordance with approved Activity Plans
  • Contribute to and promote the use of Fluor’s knowledge management portals and communities
  • Support proposal and estimate activities
  • Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
  • Under direction of the Project Quality Manager or Project Quality Lead:
    • Act as the Lead Auditor under supervision for the project audits
    • Prepare Quality Performance Indicators (QPIs) reports
    • Coordinate the Project Activity Model (PAM) process for the project, usually acting as the PAM Facilitator
    • Initiate the Operating System Requirements (OSR) Checklists for the Project Manager and update monthly
    • Initiate the applicable Operating System Implementation Plan (OSIP) Checklists for the Project Manager and update monthly
    • Coordinate the preparation and collection of the Activity Plans for each of the disciplines on the project for inclusion in the Project Execution Plan (PEP)
    • Schedule upcoming project audits through Quality Management System (QMS)
    • Support Discipline Auditors during the Discipline Audit process
    • Prepare and issue Audit Reports through QMS
    • Monitor the timely and effective close-out of Corrective Actions (CAs), Preventive Actions (PAs), and Nonconformance Reports (NCRs)
    • Prepare Quality input to the Monthly Progress Report and the Project Status Reviews
    • Coordinate the update of PAM documents for the project
    • Perform surveillance and spot checks of deliverables
    • Issue a monthly Quality Performance Indicators (QPIs) Status Report for the project (if QPIs are used)
    • Coordinate project lessons learned efforts
    • Provide technical support and expertise to project staff
    • Maintain Continuous Performance Improvement (CPI) strategy and measuring system including metrics to track Quality & CPI (including reporting)
    • Develop project specific QPIs
    • Implement tools for predictive analytics on project (for integrated quality, i.e., Engineering, Procurement, Fabrication, and Construction (EPFC), and Commissioning)
    • Recommend improvements including (re-engineering of) project execution processes
    • Ensure CPI processes are consistently executed

 

Preferred Qualifications:

  • Accredited four (4) year degree or global equivalent in engineering/technical preferred
  • Professional engineer-in-training preferred
  • Internal Auditor certification required
  • Three (3) years of related Quality/project experience
  • Moderate interpersonal and communication skills
  • Moderate leadership and decision-making skills
