Position Summary
The HSE Specialist supports Fluor’s commitment to health, safety, and environmental excellence by implementing HSE programs, ensuring regulatory compliance, and promoting a strong safety culture on project sites. This role works closely with project management, contractors, and employees to identify risks, prevent incidents, and maintain safe work practices.

Key Responsibilities

  • Implement and monitor HSE policies, procedures, and client requirements.
  • Conduct field safety inspections, audits, and hazard assessments.
  • Support incident investigations and corrective action tracking.
  • Facilitate safety orientations, training sessions, and toolbox talks.
  • Ensure compliance with OSHA, environmental regulations, and company standards.
  • Participate in Job Hazard Analyses (JHAs), risk assessments, and permit-to-work processes.
  • Monitor contractor safety performance and site compliance.
  • Prepare and maintain HSE reports, records, and performance metrics.

Qualifications

  • Bachelor’s degree in Safety, Environmental Science, Occupational Health, or related field preferred.
  • 3+ years of HSE experience in industrial, construction, engineering, or EPC environments.
  • Working knowledge of OSHA regulations and industry safety standards.
  • Strong communication, organizational, and problem-solving skills.
  • OSHA 30, CHST, ASP, CSP, or other relevant certifications preferred.

Preferred Experience

  • Experience supporting large capital projects, construction sites, or chemical/manufacturing facilities.
  • Familiarity with behavioral safety programs, incident investigations, and environmental compliance.
  • Proven ability to promote a proactive, zero-incident safety culture.
