Role Overview
The Contracts Manager provides leadership and oversight for contract activities across individual or enterprise-wide Fluor projects.
• Administers mid- to large-sized contracts, often supporting $250M–$1B+ project scopes.
• Ensures compliance with statutes, regulations, and customer terms via coaching of contract administrators.
• Serves as key point of contact, reporting to project and company leadership on contract health and risk.
Key Responsibilities
- Pre-Award & Proposal Support:
Develop RFP strategy; review and negotiate terms; coordinate with internal teams to finalize contract awards. - Post-Award Contract Management:
Monitor performance, invoicing, change orders, claims avoidance, and enforce compliance. - Closeout Activities:
Finalize modifications, invoices, complete contractor evaluations, and archive documentation. - Stakeholder Coordination:
Liaise between legal, controls, engineering, finance, and clients; manage cross-functional interfaces. - Reporting & Compliance:
Prepare contract status reports; ensure contract lifecycle documentation; support audits and regulatory reviews. - Team Leadership & Guidance:
Supervise or mentor contract administrators; ensure adherence to Fluor contracting best practices.
Qualifications
Minimum Requirements:
- Bachelor’s degree (or equivalent); 12 years’ relevant experience—16 years without degree.
- Proficiency in contract law, EPC project contracting, risk avoidance, and regulatory compliance.
- Advanced communication and negotiation skills; ability to influence leadership and stakeholders.
- Detail-oriented, able to manage deadlines effectively.
Preferred:
- Certified Commercial Contracts Manager (CCCM), Certified Professional Contract Manager (CPCM), or equivalent.
- Experience leading contracts valued from $250M–$1B+.
- Active security clearance (e.g., TS/SCI + poly) for positions supporting government contracts.

- Exceptional client service and stakeholder relationship management.
- Strong analytical skills with commercial evaluation acumen.
- Proficiency with contract management systems and document control.
- Ability to coordinate project schedules, budgets, and resolve disputes.
