Senior Construction Quality Control Manager
We are currently seeking an experienced Construction Quality Control Manager on a contract basis within our client’s team of experienced EPC professionals based in Aliso Viejo, CA

Principal Job Duties & Responsibilities
Act as a Lead Auditor to plan, perform, report quality audits of a variety of construction activities Perform physical inspection of a variety of discipline activities which may include but not limited to welding, piping, civil, concrete, buildings, fixed and rotating equipment, electrical, control systems, coatings, insulation, and non-destructive testing

Perform the following when assigned to an office or a site:
  • Stay current with technical developments in area of expertise through continuing education and is aware of changes to codes, standards, and specifications that may affect project work
  • Provide coaching or mentoring of Construction Quality Supervisors/Leads/Inspectors
  • Establish manpower requirements and staff the Quality organization
  • Coordinate the placement of qualified candidates in job openings
  • Provide interpretation of multi-discipline engineering and quality requirements and give technical guidance to site Quality personnel for inspection, testing, and quality services activities
  • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
  • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
  • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support the client’s Health, Safety & Environmental and Sustainability Policies
  • Effectively develop and apply the Core Skills to the job
  • May need to travel to attend to business related matters
  • Meet expectations on attendance and punctuality
  • Manage construction quality operations for the office or region
  • Formulate project quality policies and plans
  • Provide for the generation and approval of company or office quality procedures
  • Provide input to construction global services initiatives, reports, budgets and presentations
  • Make presentations to explain the construction quality organization, its role and its interface with other disciplines within the company
  • Monitor project and construction execution to ensure consistency in the application of procedures and policies between projects; this may be in the form of formal audits, surveillances or site visits
  • Provide home office support to quality assurance/quality control at the various construction sites
Perform the following when assigned as a Site Quality Manager:
  • Develop the site quality manual for the project, if not already established by the construction global services regional Quality representative
  • Provide Quality input to site-issued purchase orders or contract bid documents
  • Provide construction audit input to the project audit plan and coordinate with the project Quality representative
  • Provide training of the site quality program to site personnel
  • Provide input to the site manager regarding Quality organization and staffing
  • Review and approve contractor quality programs and inspection and test plans submitted per contract requirements; identify appropriate hold or witness points on inspection and test plans
  • Assist site manager with resolution of client complaints that are quality-related
  • Verify that the site non-destructive evaluation program implemented on site complies with the codes, standards, and specifications
  • Determine the need for inspection tools and equipment and establishes proper calibration parameters for these items
  • Develop site-specific quality procedures as necessary to support the project
  • Select and implement appropriate quality training programs and implements the certification program, utilizing standard company quality training and certification programs
  • Manage one or more Construction Quality Managers/Supervisors (and their subordinate inspection staff) in multiple areas on the project
  • Enforce and champion the requirements of the site quality program (including the processing of any required revisions) and other project quality and technical requirements
  • Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications
  • Verify that project and construction execution is being monitored by regular surveillance, inspection and/or formal planned audits and ensure that quality reports/audit reports are issued to appropriate parties and that follow up occurs until closure
  • Manage Quality personnel who perform audit, examination, inspection, surveillance and/or testing activities in accordance with the project quality program
  • Ensure that construction Quality personnel coordinate with construction engineering to initiate timely analysis and resolution of identified discrepancies
  • Verify that nonconforming work activities or hardware are controlled through the implementation of a nonconformance control procedure and identify trends and construction
  • Quality personnel are determining root cause so as to prevent recurrence
  • Submit statistical information to site management for weekly or monthly reporting purposes
  • Attend weekly meetings with contractors to go over any quality issues (this may be delegated to a Site Quality Supervisor/Lead if appropriate) contractual requirements (this may be delegated to a suitably qualified client’s Construction Quality person)
  • Ensure that documentation is being completed, signed off, and compiled as the work progresses to support turnover and record retention activities at the project site
Job Requirement:
Typical Minimum Qualifications - Related Education, Experience & Skills
  • Accredited two (2) or three (3) year Technical or Engineering Technology diploma or global equivalent in applicable field of study and fifteen (15) years *of work-related experience or a combination of education and directly related experience equal to seventeen (17) years* if there is no accreditation
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors and other stakeholders
  • Job related technical knowledge necessary to complete principal job duties and responsibilities
  • Ability to learn and apply knowledge of applicable local, state/province and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications- Related Experience & Skills
  • Ten (10) years of work experience with at least six (6) of those years having supervision or management experience
  • Certification by a recognized authority (i.e. ASNT, AWS, API, NACE) is preferred; note that, as a minimum, personnel who will be performing welding examinations, inspections and/or reviewing of radiographs must be capable of taking and passing our client’s internal certifications for visual examiners/inspectors and radiographic interpreters
  • Ability to speak/read multiple languages

Salary range: $140K - $150K/yr (depending on experience)
Work Schedule: 9/80 (Monday – Thurs with every other Friday off) 7am -4:45PM
