Position
Construction Manager (Warfield Air National Guard Base; Martin State Airport, MD)
Essential Duties and Responsibilities
•Maintain excellent relationships with clients, building occupants, architects/engineers, and contractors;
•Prepare studies, briefs, reports, summaries, statements of work, independent government estimates,etc., which pertain to base engineering functions and responsibilities.
•Present briefings on construction operation, maintenance, and project budget status concerning theSRM/MILCON projects.
•Identify and discuss problems, as well as corrective actions being taken, project status, including thefiscal aspects (monitoring the overall expenditures) of the engineering portion of the project budget, andrelated matters of interest with the Base Civil Engineer (BCE) and staff.
•Provide planning to develop, phase, and estimate future SRM/MILCON projects based on the MD ANGMaster Plan and additional guidance provided by the BCE, with input from applicable organizationswithin and outside the installation’s organization. This may include coordinating with A/E firms and otherorganizations outside the installation’s organization.
•Provide completed project documentation in accordance with applicable directives and implementeddesign policies.
•Monitor or inspect complex project and substantial renovations and improvements to real propertyfacilities.
•Perform continuous surveillance of assigned projects to ensure adherence to accepted project schedules,compliance with project specifications, contractual provisions and safety requirements and all othercontractual documentation.
•Perform construction management services to include submittal reviews, site observations, attendprogress meetings, and prepare daily project documentation.
•Maintain daily inspection records in a timely and accurate manner. Review for accuracy and compliancethe daily inspection logs.
•Maintain accurate project folders with appropriate supporting documentation, including technicaldocumentation, specifications, and field notes.
•Maintain noncompliance log and make log accessible to COR and Contracting Officer. Recommendappropriate corrective actions based on technical expertise.
•Attend final inspection of projects to ensure technical adequacy, accuracy and compliance with contractprovisions. Review final inspection report and make technical recommendation for basis of acceptanceor rejection.
•Reviews architectural drawings, sketches and specifications for technical adequacy, constructability,maintainability, operability and interpretation in terms of recommendations for manpower, supplies andequipment.
•Manage SRM/MILCON/A/E projects, resolve code violations, and provide guidance for future projects toensure code adherence. Provide code (i.e. Unified Facilities Code, locally recognized building codes,safety codes) evaluations for existing facilities and of A/E design submittals.
•Provide management services for A/E task orders executed through A/E firms. Group and develop workrequests into logical and streamlined packages, review design submittals, and monitor design schedulesfor assigned SRM/MILCON projects.
•Review inspector reports and documentation on SRM/MILCON construction projects to ensure qualityproducts are being provided to the government. Report results to the COR for review by the BCE.
•Provide investigative services for small projects, data for future planning and programming, and data forevaluating the feasibility of user-requested projects. This includes coordination with systems experts,contractors, architects/engineers, and other specialist to determine the extent of the work necessary.Prepare project book and collaborate with team to develop statement of work.
•When required, oversee and manage LEED design and certification process. Ensures design submissionsmeet requirements for LEED Silver certification and energy reduction goals from EPAC 2005 orsubsequent regulations.
•Perform technical design reviews to include review of proposed change order packages. Technical reviewshall include reviews of drawings, specifications for all engineering disciplines for conformance to theproject documents, design policy, applicable codes, and constructability issues. Contractor shall confirmconformance to cost limitations if applicable.
•Review design or construction phase Requests for Information (RFIs) submitted regarding projects andresearch potential answers and solutions and provide answers to COR in a timely manner to not causedelay in design or construction progress.
•Compile project data and change order requests from the 175th Engineering staff and/or PMs for inputinto WebPDS.
•Assist 175th Engineering staff with project close out documentation.
Required skills
•Strong verbal and written communication skills;
•Effective leadership for managing field staff and mentoring field staff;
•Ability to take charge and effectively manage contractors to meet project schedule;
•Knowledge of OSHA safety regulations with 10HR OSHA Safety card;
•The ability to work well with others, and willingness to learn in a team environment;
•Strong computer skills, experience with Windows Office and construction management software.
Qualifications required
•Minimum of ten years of construction experience serving as a Construction Manager, ConstructionManagement Representative, Owner’s Representative or Construction Superintendent.
•Experience with Sustainment Restoration and Modernization (SRM) and Military Construction (MILCON)projects that require design, construction administration and commissioning in order to ensureaccomplishment of mission critical goals and the timely execution of all construction and design projects.
•Knowledge and experience of existing construction methods and practices to Federal, State, and Localcodes including Occupational Safety and Health Administration (OSHA), and Environmental ProtectionAgency (EPA).
•Possess a Secret Clearance.
•Demonstrated capability to organize and manage multi-disciplined project tasks.
•Knowledge of standard industrial construction methods and procedures
•Knowledge and experience working with federal Government Project Managers/CORs on project costsand budgets, processing change requests, requests for information, submittals, and field observationreports.
•Experience using construction management software to communicate construction progress and processdocumentation and MS Excel or related cost estimating software to develop Independent Cost Estimatesfor change order negotiations and ability to evaluate contractor provided construction CPM schedules,including logic and sequencing.
•Experience at managing schedules, risk management, and constructability risks in a highly visible locationwith sensitive natural and cultural resources.
•Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications andplans, or similar, to determine constructability and practicality of proposed work and adherence toestablished standards and requirements.
Qualifications preferred
•Bachelor’s Degree in Engineering, Architectural or Construction Management.
•Engineering in Training (EIT), Registered Profession Engineer (PE) or Certified Construction Manager(CCM).
•Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
•Army/Air National Guard experience.Project Period of Performance October 2020 – October 2023
