For our client's nuclear construction project we are seeking an experienced Construction Permits Lead to support a major nuclear new-build project in Romania. This role will be responsible for leading all construction permitting activities, managing regulatory interfaces and ensuring compliance with applicable local and international requirements throughout the project lifecycle.

The successful candidate will be based in Bucharest and work closely with the project team, client organization, regulatory authorities, local consultants and international (JV) project partners.

Key Responsibilities:

  • Lead and manage all construction permitting activities.
  • Develop and execute permitting strategies aligned with project objectives and schedules.
  • Coordinate permit applications, approvals and regulatory submissions.
  • Interface with relevant regulatory authorities and government agencies (CNCAN, ISCIR, etc.).
  • Manage relationships with the client, permitting consultants and project stakeholders.
  • Monitor permitting risks and recommend mitigation measures.
  • Ensure compliance with applicable legal, regulatory and project requirements.
  • Provide guidance and leadership to the permitting team and project management.


Required Qualifications:

  • 10–15 years of experience in construction permitting or a related discipline.
  • Mandatory nuclear industry experience.
  • Demonstrated experience on large-scale nuclear, energy, or other highly regulated infrastructure projects.
  • Strong understanding of permitting processes, regulatory compliance and stakeholder management.
  • Experience working with regulatory authorities and licensing organizations.
  • Excellent communication, coordination, and leadership skills.
  • Ability to work effectively in an international project environment.
  • Eligibility to work in Romania.


Preferred Qualifications:

  • Experience with European nuclear projects.
  • Knowledge of Romanian permitting and regulatory frameworks.
  • Experience working within EPC, EPCM, or Joint Venture project organizations.
