Job Description: Plant HSE Head (Health, Safety & Environment)
Location: Jamnagar, Gujarat
Department: Plant Operations – HSE
Reports to: GM – Plant Operations / Director – Operations

1. Role Overview
The Plant HSE Head will be responsible for establishing, implementing, and continuously improving Health, Safety, and Environment systems across the plant. The role ensures statutory compliance, risk mitigation, workforce safety, and environmental sustainability in all machining, material handling, plating, heat treatment, and ancillary operations. The HSE Head will drive a strong safety culture, enforce discipline on the shop floor, and ensure zero-incident performance for a multi-shift precision engineering plant.
2. Key Responsibilities
A. HSE Strategy & Leadership
• Develop and implement the plant’s HSE policies, procedures, and safety  programs aligned with corporate standards.
• Create a strong safety culture through training, awareness, and engagement.
• Lead the HSE Steering Committee and enforce best safety practices.
B. Risk Assessment & Safety Controls
• Conduct Job Safety Analysis (JSA), HIRA (Hazard Identification & Risk Assessment), and implement risk mitigation plans.
• Ensure safe operations across CNC/VMC/SPM machining, tool handling, lifting operations, material movement, compressors, furnaces, etc.
• Drive machine guarding, lockout-tagout (LOTO), and ergonomics compliance.
C. Compliance & Documentation
• Ensure 100% compliance with statutory regulations (Factories Act, Pollution Control Board norms, fire safety norms, hazardous waste management rules, etc.).
• Maintain licenses, permits, safety records, EHS documentation, and audit trails.
• Coordinate with external agencies for inspections and renewals.
D. Safety Audits & Enforcement
• Plan & execute internal safety audits, safety walks, and workplace inspections.
• Lead external audits (regulatory, customer, ISO/OHSAS/EMS).
• Ensure timely closure of audit findings and non-conformities.
E. Incident Management
• Lead incident investigations, root-cause analysis, and corrective & preventive actions (CAPA).
• Maintain incident logs, near-miss reports, and safety dashboards.
• Communicate learnings across departments to prevent recurrence.
F. Environment & Sustainability
• Monitor environmental KPIs including emissions, effluents, noise levels, and waste management.
• Develop initiatives for energy conservation, waste reduction, and resource optimization.
• Ensure proper disposal of machining scrap, chemicals, cutting fluids, and hazardous waste.
G. Emergency Preparedness
• Develop and maintain emergency response plans.
• Conduct regular mock drills (fire, chemical spill, evacuation, etc.).
• Ensure availability and upkeep of fire-fighting systems, PPE, safety infrastructure.
H. Training & People Development
• Conduct induction safety training, job-specific safety modules, and periodic refresher programs.
• Build HSE capability at all levels – operators, supervisors, managers.
• Promote behavior-based safety (BBS) programs.
3. Qualifications & Experience
• Bachelor’s Degree in Engineering or Science; Diploma in Industrial Safety (DIS) mandatory.
• 10–18 years of HSE experience in machining, automotive components, precision engineering, or heavy engineering industry.
• Thorough knowledge of statutory HSE regulations and industrial safety standards.
• Experience in managing multi-shift operations and high-volume manufacturing setups.
• Certifications in NEBOSH/IOSH preferred.
4. Key Competencies
• Strong knowledge of statutory HSE norms and compliance requirements.
• Excellent analytical, root-cause analysis, and risk assessment capability.
• Strong communication, training, and influencing skills.
• Ability to drive cultural change and safety ownership at all levels.
• High discipline, integrity, and ability to manage emergency situations.
5. Key Performance Indicators (KPIs)
• Zero LTIs (Lost Time Incidents) and severe incidents.
• Reduction in near-miss incidents and unsafe conditions.
• 100% statutory compliance and positive audit outcomes.
• Safety training coverage across all departments.
• Improvement in EHS culture index and shop-floor discipline.
• Environmental compliance and sustainability improvements
