Major petrochemical company is seeking Contract Specialist for an open ended contract role to be located in Houston, TX.

Responsibilities:
  • Develops commercial strategies, drafting, negotiation and finalization of medium to complex agreements for construction services and the supply of equipment for the successful execution of Projects and TARs.
  • Prepares RFx’s and coordinates the bidding process through award for selected commodities & services.
  • Develop & Maintain templates for amendments, renewals, cancellations, etc.
  • Assists in overall customs compliance procedures and best practices related to entry and release of materials and tax advantages.
  • 5Coordinate scope development with internal stakeholders.
  • Assist in the development of Approved Vendor’s List’s (AVL’s) for TARs and Projects.
  • Lead incorporation of KPI’s into all contracts and evaluate suppliers against the KPI’s.
  • Manage engineering contractors, service providers and suppliers in accordance with the provisions of the contract.
  • Manage contractual and other commercial changes on the Project/TAR and provide guidance on commercial risk and plans to mitigate.
  • Provide commercial input during Reviews, Kick-off Meetings, Weekly & Monthly Internal & External Project Progress Meetings, Risk Review Meetings, as required
  • Initiate service experts and SAP Outline Agreements requests based on contract commercial terms.
  • Manages capital project and turnaround requirements for the inventory of service agreements, engineering agreements, confidentiality agreements, etc.
  • Assists with vendor and market analysis as required for development and execution of contracts
  • Develops and maintains organization of contract folders and update contract templates.
  • Tracks all active contracts and works with contract owners to determine contract management action plans.
  • Manages Contract development and approval process with vendors & legal department.
  • Manages all executed contracts in the Contract Management System and maintains accurate record of contract metadata.
  • Maintains supplier / contractor insurance certificates and works with suppliers to resolve deficiencies.
  • Assists the Contract Owners with due diligence in mitigating risk in contract management & execution.
  • Conducts and prepares vendor bid evaluations and analyzes cost between suppliers versus approved budgets and estimates.
  • Coordinates development of supplier accreditation and evaluation processes and compliance to promote supply advantage.
  • Assists in the development of metrics and controls to manage and monitor vendor relationships.
  • Manager contract execution including commercial claims, letters, contract modifications, notices, etc.
  • Participate and/or coordinate kick off meetings with suppliers and internal stakeholders.
  • Assures that contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports, and other documents for all projects are maintained.
Experience:
  • Bachelor’s Degree.  Supply Chain, Technical or Business-related fields preferred.
  • Minimum 5 years related business experience
  • SAP MM module - (Requisitions / Outline Agreements / PO’s / Service Entry Sheets)
  • Good understanding of contracting – ability to recognize contract shortcomings and work to get them resolved
  • Strong supplier relationship management skills, negotiation skills and understanding of contract development
  • Strong interpersonal skills to resolve conflict.  Good oral and written communication skills. 
  • Strong attention to governance.  Excellent attention to detail
  • Strong customer focus.  Works well in teams. 
  • Works well with minimal direction. 
  • Ability to multi-task and flexibility to move from one task to the next in a fast-paced Project/TAR environment.
  • Strong organizational and analytical thinking skills
  • Strong Computer skills required.  Experience in Microsoft Office, Livelink, E-bids, Ariba and SAP desire
