Lead Systems Manager CTA

• This is a senior level position on an iconic $1.3B project in Chicago. Primary responsibility is to manage a team engineers to deliver an overall work scope for design, installation and testing commission for operating systems that includes train control signaling system, traction power, and communication systems.

• Reports to the Project Manager

• Rail project experience is essential, delivery of rail infrastructure, systems or rolling stock.

• Experience in design build projects is essential and P3/DBFOM desirable.

• The candidate will demonstrate experience in managing contracts with rail system suppliers and vendors.

• Working closely with the System Integration Manager and the Design Manager to deliver compliant integrated systems designs issued for construction.

• Apply Cost Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work

• Management of key contracts with signal supplier and electrical installation contractor – managing meetings, executive sessions, project schedules, project budgets, payments and invoicing.

• Managing client relationship, expediting approvals and timely resolution of issues, contractual conflicts and managing project risk.

• Future mobility is desirable. Current project is based in Chicago for the next 4 years with further opportunities in North America on future rail projects.

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
• 15-year experience minimum – Rail Infrastructure Projects
• Bachelor’s Degree in electrical or mechanical engineering or similar discipline
• Knowledge of FTA’s Safety Certification process
• Knowledge of System Engineering Principles
• Jobsite experience and understanding of construction safety program
• Requires six (6) years of experience as project engineer or project specialist, or a project role of significant capacity such as project controls lead, contracts lead, etc. including one (1) field assignment, plus three (4) years experience as a design or construction engineer on projects
• Project or area management experience in international locations and diverse cultural environments is recommended
• Demonstration of successful performance as Project Manager on a minimum of two (2) small to medium sized projects or in significant positions on large to very large sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects
• Completed all required in-house project management courses in addition to courses obtained from university or other qualified sources
• Good understanding of project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces
• Project Controls and Finance including understanding of:
- Scheduling (including manpower loading)
- Progress measurement
- Risk assessment and management
- Code of accounts
- Work breakdown structure
- Change management
- Cost control
- Estimating process and planning
- Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
• Appreciation of key elements of contract law and when to engage legal
• Regulatory requirements including permitting
• Basic understanding of project funding
• Proactive – goal orientated with the initiative to influence events positively
• Ability to resolve problems and to be comfortable in complex project or business environments
• Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks
