Job Summary
The Operations & Maintenance (O&M) Specialist supports the Plant and Facilities Services group by performing hands on maintenance and operational support for industrial and utility systems, including lift stations, natural gas systems, fire water systems, and associated plant infrastructure. This position is approximately 50% field based, hands on maintenance and 50% administrative and coordination support. The O&M Specialist works closely with the Operations & Maintenance Manager to ensure systems are maintained safely, reliably, and in compliance with construction, industrial, and regulatory standards.
Key Responsibilities
Hands On Industrial & Utility Maintenance
• Perform preventive, corrective, and emergency maintenance on industrial and utility systems, including:
• Lift stations and pumping systems
• Fire water systems (fire pumps, valves, piping, hydrants)
• Natural gas systems and associated equipment
• Mechanical, electrical, and process-related plant infrastructure (out of scope currently)
• Troubleshoot system failures and abnormal operating conditions to minimize downtime and risk
• Support operation, startup, shutdown, testing, and commissioning of utility and plant systems
• Execute work orders in accordance with Plant & Facilities Services procedures, construction standards, and safety requirements
• Conduct routine inspections of industrial systems to identify leaks, corrosion, wear, or safety hazards
• Support and oversee contractors performing construction, repair, or specialty utility work
• Verify quality, safety, and completeness of maintenance and construction-related work
• Respond to after hours, on call, or emergency situations involving critical utility systems
Administrative, Coordination & Reporting Support
• Accurately complete work orders, inspection reports, and maintenance documentation in CMMS or PFS tracking systems
• Assist the O&M Manager with planning and scheduling maintenance for industrial and utility assets
• Track equipment performance, recurring failures, and corrective actions
• Assist with maintaining and updating O&M manuals, SOPs, and construction closeout documentation
• Support tracking of spare parts, materials, and specialty components for utility systems
• Provide timely field updates, technical input, and recommendations to the O&M Manager
• Support regulatory inspections, audits, and compliance documentation related to industrial utilities
Safety & Regulatory Compliance (Applies to All Duties)
• Follow and actively promote all Plant & Facilities Services safety policies and procedures
• Participate in safety meetings, job hazard analyses (JHAs), and permit required work activities
• Ensure work complies with OSHA requirements, fire protection standards, gas safety requirements, and applicable codes
• Support lockout/tagout (LOTO), confined space, hot work, and excavation safety programs
• Act as a visible safety leader in industrial and construction environments
Qualifications & Experience
• High school diploma or equivalent required; technical certification or associate degree preferred
• 2–5 years of hands on experience in industrial maintenance, utilities, construction, or plant/facilities operations
• Working knowledge of:
• Pumping systems and lift stations
• Fire water systems and fire protection infrastructure
• Natural gas systems and safety practices
• Experience working around active construction or industrial sites
• Familiarity with CMMS or maintenance tracking systems preferred
• Ability to read and interpret drawings, P&IDs, schematics, and construction documents
Skills & Competencies
• Strong hands on mechanical and/or electrical troubleshooting skills
• Construction and industrial mindset with attention to safety and quality
• Ability to balance field execution with documentation and coordination
• Clear communicator with contractors, inspectors, and operations staff
• Proficient in Microsoft Office (Excel, Word, Outlook)
Physical & Work Requirements
• Ability to work in industrial plant and construction environments
• Ability to walk sites, climb ladders, enter equipment rooms, and work around operating systems
• Ability to lift tools, hoses, and materials as required
• May require after hours, weekend, or emergency response support
Performance Expectations
• Maintain safe, reliable operation of critical industrial and utility systems
• Deliver high quality hands on maintenance aligned with construction and utility standards
• Maintain accurate documentation and provide actionable field insight
• Serve as a dependable field extension of the Operations & Maintenance Manager
Authority Limits & Decision-Making Authority
The Operations & Maintenance (O&M) Specialist is authorized to make field level operational and maintenance decisions within defined limits while escalating higher risk, cost, or scope impacts to the Operations & Maintenance Manager.
Authorized Authority (May Act Independently
The O&M Specialist is authorized to:
• Perform routine preventive, corrective, and emergency maintenance activities within approved procedures
• Shut down equipment or systems when an immediate safety risk or potential equipment damage is identified
• Initiate emergency response actions to stabilize critical systems (e.g., lift stations, fire water, natural gas)
• Direct contractors and vendors on task level execution, safety compliance, and work sequencing
• Verify work quality and approve completion of maintenance tasks that meet established standards
• Complete and close work orders in CMMS once work is verified
• Request materials, parts, and tools necessary to complete assigned maintenance activities
• Stop work if unsafe conditions, permit violations, or non-compliant practices are observed
Limited Authority (Requires O&M Manager Approval)
The O&M Specialist must obtain approval from the Operations & Maintenance Manager before:
• Making changes to system design, configuration, or operating parameters
• Approving repairs or purchases above established cost thresholds
• Modifying maintenance schedules that impact operations or critical system availability
• Authorizing contractors for new scopes of work beyond the original assignment
• Deviating from approved procedures, drawings, or regulatory requirements
• Approving overtime or changes to labor assignments
• Interfacing with regulatory agencies, inspectors, or authorities having jurisdiction (AHJs) beyond routine support
No Authority (Manager Only Responsibilities)
The O&M Specialist does not have authority to:
• Approve capital expenditures or construction projects
• Commit the organization to contracts, service agreements, or pricing
• Make staffing, hiring, disciplinary, or termination decisions
• Establish or modify departmental policies, budgets, or strategic plans
• Act as the official management representative for regulatory enforcement actions
Escalation Expectations
• The O&M Specialist is expected to promptly escalate issues involving:
o Safety incidents or near misses
o Regulatory or code compliance concerns
o Significant equipment failures or service disruptions
o Scope, schedule, or cost impacts beyond defined authority
• Clear, timely communication with the Operations & Maintenance Manager is required to support effective decision making.
