Job Title: Superintendent Enterprise and Supplier Development

Location: Kathu, Northern Cape

Salary: Negotiable

Contract/ Perm: Perm

Discipline: Mining

MAIN TASK & RESPONSIBILITY
• To implement and drive the Supplier and Enterprise development (non-SED) strategy and programmes of Black Rock Mine Operations. To oversee the supplier and enterprise developmental responsibilities as requested by legislation (DTI scorecard, Mining Charter and SLP)

MINIMUM QUALIFICATIONS (Essential unless otherwise indicated):
• Certificate Grade 12
• B Tech Degree: Business Management / Entrepreneurship and Small business owner or equivalent, OR
• B.Com Degree: Business Management / Entrepreneurship and Small business owner or equivalent
• Certificate: Project Management (1 year)

EXPERIENCE AND REQUIREMENTS (Essential unless otherwise indicated):
• 6 – 8 Year’s experience as consultant with exposure in setting up business / Owner of successful small business / manager of small successful business / Enterprise and Supplier Development
• 2 Year’s experience in Project Management

KNOWLEDGE AND SKILLS (Essential unless otherwise indicated):
• System Skills which includes Microsoft Office –including MS Projects, SHERQ Systems , Electronic Document Management System, Enterprise Resource Planning and JDE
• Be familiar with the status of suppliers within the Black Rock’s preferential procurement spend and drive compliance as per legislation
• Identify opportunities for possible enterprise and supplier development projects
• Identify enterprise and supplier development beneficiaries
• Conduct needs analysis for identified enterprises including resources / initiatives required to improve the business
• Develop a development plan for each selected business / beneficiary
• Develop a detailed motivation and business case for the developmental support needed per beneficiary
• Provide support to the enterprise owner with the development and implementation of business processes
• Provide support for all enterprise employees, to be trained in their respective roles to contribute to the business success
• Establish enterprise infrastructures, equipment and facilities as per approved plans
• Manage service level agreements as per the development plans
• Ensure mentoring / developmental agreements are in place with selected beneficiaries
• Produce analysis and reports to ensure ED and SD suppliers developmental values are in line with and objectives and targets
• Develop and manage ED and SD suppliers’ database and update on a regular basis the implementation progress, highlight short comings and produce strategic overview reports
• Ensure traceability of the ED and SD supplier’s commitments and performance
• Identify relevant stakeholders, build and maintain relationships to assist in producing the required project outputs
• Ensure allocation of roles to participating stakeholders and that all stakeholders understand constraints, outcomes and budget and time standards for the projects
• Develop stakeholder engagement plan and progress reporting
• Obtain stakeholder engagement plan and progress reporting
• Act as the custodian of programme and project management for preferential procurement, supplier development and enterprise development,
• Compile project implementation plan specifying milestones and budget requirements per milestones
• Compile risk management plan indicating required support to mitigate identified risks
• Ensure fulfilled projects as per the initial objectives or scope of work supported and incorporate an exit strategy to reinforce sustainability.
• Evaluate project success on continuous basis and when required, prepare motivation for project termination, compile recommendation / motivation for alternative project and submit to stakeholders for decision-making and consideration.
• Prepare Black Rock and ARM monthly and quarterly preferential procurement ED and SD reports as per expectation from ARM, DMR and DTI
• Obtain, check and refine information. Collate and submit reports. Run data exception reports and take corrective action. Conduct document control spot-checks
• Plan, implement, control and monitor approved changes to area of responsibility to respond to changes in the industry, legislation, and other related matters including transformation and optimisation. Assist with workplace readiness assessment
• Manage the efficient and effective utilisation of resources. Optimise systems and processes continuously to ensure production efficiency targets and operational plans are met
• Optimise the core operational internal processes of ESD operationm and resolve operational conflicts
• Provide input into functional planning. Interpret functional plan and develop sub-functional plans
• Plan, direct and assess Quality Management within sub-function and recommend remedial actions where necessary to ensure adherence to TQM principles
• Identify recurring problems and derive creative solutions involving team members. Recognise and reward team member efforts
• Implement compliance requirements. Communicate compliance changes
• Ensure operational plan is implemented
