Work Scope:
The Contracts Specialist will own the Supply Chain contract management process. This includes managing bids in the bidding portal, developing contracts coming out of the bid process, ensuring contracts and are policy compliant. The Contracts Specialist also manages contracts in Livelink and performs contract maintenance activities, such as negotiating or implementing amendments, extensions, and terminations. Qualified candidates must review, comprehend and transpose contracts into SAP Outline Agreements. The Contracts Specialist will be responsible for ensuring all contracts are adequately interpreted in contract briefs and in SAP Outline Agreements. In this role, the candidate will proactively address contract management issues to avoid lapses or delays. Candidates must be able to evaluate a situation, develop a solution(s), coordinate management approvals, and execute the solution. The Contracts Specialist interacts with Legal, IM, HR, Strategic Sourcing, SHE, Finance, Houston Supply Chain, Engineering and Lake Charles Supply Chain.
Major Responsibilities:
• Manage contract maintenance, such as negotiating renewals, extensions, terminations & closeouts.
• Prepare Requests for Proposals (RFP), and coordinate the bidding process through award for selected commodities & services.
• Develop & maintain templates for amendments, renewals, cancellations, etc.
• Assist in overall customs compliance procedures and best practices related to entry and release of materials and tax advantages.
• Create Outline Agreements in SAP based on contract commercial terms.
• Manage contract maintenance requirements for the inventory of master service agreements (MSAs), consulting agreements, confidentiality agreements, etc. Assists with vendor and market analysis as required for development and execution of contracts
• Develop and maintain organization of contract folders and update contract templates.
• Track all active contracts and work with contract owners to determine contract management action plans.
• Manage contract development and approval process with vendors & legal department.
• Manage all executed contracts in the Contract Management System and maintains accurate record of contract metadata.
• Maintain supplier / contractor insurance certificates and work with suppliers to resolve deficiencies.
• Assist the Contract Owners with due diligence in mitigating risk in contract management & execution.
• Conduct and prepare vendor bid evaluations and analyzes cost between suppliers and versus approved budgets and estimates.
• Coordinate development of supplier accreditation and evaluation processes and compliance in order to promote supply advantage.
• Assist in the development of metrics and controls to manage and monitor vendor relationships.
• Assure that contractual records and documentation, such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports, and other documents for all projects are maintained.
Requirements:
• Bachelor’s Degree in Supply Chain, Technical or Business related fields preferred.
• Minimum 5 years of related business experience
• Good understanding of contracting – ability to recognize contract shortcomings and work to get them resolved
• Strong supplier relationship management skills, negotiation skills and understanding of contract development
• Strong interpersonal skills to resolve conflict. Good oral and written communication skills.
• Strong attention to governance. Excellent attention to detail
• Strong customer focus. Works well in teams.
• Strong computer skills required - Microsoft Office, Livelink, E-bids, Ariba and SAP desired
