Environmental & Permitting Manager / Senior Manager

Remote – United States (Travel Required)

You’ll influence project timelines, manage high‑impact permitting strategies, work directly with regulators and communities, and help bring complex infrastructure projects to life. The Role

The Environmental & Permitting Manager / Senior Manager will lead and support environmental and discretionary land‑use permitting efforts for large‑scale energy and infrastructure projects across the United States. This role reports to a Director of Development and partners closely with Development Directors, supporting projects from early development through construction.

This position is fully remote and open to candidates located anywhere in the U.S., with willingness to travel up to 30% domestically.


What You’ll Do

  • Lead and manage local, state, and federal environmental and land‑use permitting processes
  • Support Development Directors with permitting strategy, risk assessment, schedules, and execution
  • Oversee preparation and review of:
    • Natural resource surveys
    • Land‑use applications
    • Environmental impact reports and technical studies
  • Develop practical permitting strategies, including avoidance, minimization, and mitigation approaches
  • Manage environmental compliance during development and construction phases
  • Coordinate with cross‑functional teams including Development, Engineering, Transmission/Interconnection, Capital Markets, and Data Center teams
  • Select, contract, and manage external environmental and permitting consultants
  • Build and maintain strong relationships with regulatory agencies, jurisdictions, landowners, and community stakeholders
  • Support project finance and transaction diligence related to permitting and environmental risk
  • Manage multiple projects simultaneously while meeting schedule and budget commitments
  • Travel nationally up to 30%

What We’re Looking For

Required Qualifications

  • Bachelor’s degree in Environmental Science, Biology, Ecology, Land Use Planning, Geography, or related field
  • 8+ years of professional environmental/permitting experience
  • 5+ years supporting permitting and compliance for utility‑scale renewable energy, energy storage, or data center projects
  • Mandatory experience with:
    • CEQA (California Environmental Quality Act)
    • LIPA or large‑scale infrastructure approval processes
  • Strong knowledge of U.S. environmental and permitting regulations, including:
    • Clean Water Act (CWA)
    • Clean Air Act (CAA)
    • National Environmental Policy Act (NEPA)
    • Endangered Species Act (ESA)
    • Migratory Bird Treaty Act (MBTA)
    • RCRA and EPCRA
  • Proven experience securing discretionary land‑use approvals, such as:
    • Conditional and special use permits
    • Zoning changes and plan amendments
    • Development agreements
    • Federal Rights‑of‑Way (BLM, BIA, DOE)
  • Experience obtaining federal approvals
  • Ability to manage multiple time‑sensitive projects across jurisdictions
  • Strong communication skills and comfort engaging with regulators, consultants, and executive‑level stakeholders

Preferred Experience

  • Utility‑scale solar, wind, battery storage, or data center infrastructure
  • Multi‑state or national project portfolios
  • Direct collaboration with environmental attorneys, engineers, planners, and project managers

Compensation & Benefits

  • Base Salary: $140,000 – $170,000 (depending on level, experience, and location)
  • Eligibility for bonus and long‑term incentive compensation
