Job Title: Integrated Project Controls Lead (PMO) – Infrastructure
Type: Permanent/Contract – Hybrid
Location: Dublin, Ireland
TRS are urgently seeking an Integrated Baseline & Requirements Lead (Integrated Project Controls Lead) to join a major infrastructure project in Dublin. This key PMO role is responsible for maintaining and assuring the programme baseline across scope, schedule, and cost.
Job Description
The Integrated Baseline & Requirements Lead is a critical role within the PMO function, responsible for maintaining and assuring the single approved programme baseline as the authoritative reference for scope, schedule and cost for the major rail programme.
The role ensures that scope, requirements and baseline data are consistently defined, integrated and controlled, providing early warning of deviation, enabling corrective action, and supporting robust decision‑making, forecasting and funding compliance. The postholder plays a critical role in ensuring that all changes are managed through formal, auditable governance and that retains confidence in its funding envelope, forecasts and performance reporting.
Responsibilities
- Lead the definition, structuring and maintenance of clear, measurable and fully integrated scope across the programme
- Ensure Statements of Work, requirements and scope boundaries clearly articulate what is in and out of scope
- Coordinate the capture and control of requirements and assumptions, exclusions, interfaces and dependencies
- Resolve scope ownership issues, overlaps and gaps across disciplines and delivery partners
- Maintain the single approved programme baseline as the authoritative reference for scope, schedule and cost
- Coordinate baseline development, approval and configuration control activities
- Ensure baseline data is suitable for performance measurement, forecasting, funding decisions, assurance and audit.
- Monitor variance and deviations, providing early warning to programme leadership
- Ensure all baseline changes are captured, assessed and controlled through formal, auditable governance
- Lead the scope elements of trend and change management, coordinating integrated impact assessments across cost, schedule and risk
- Support the Programme Board and governance forums by providing clear, evidence‑based recommendations
- Ensure approved changes are accurately reflected in forecasts, baselines and reporting
- Produce and assure baseline reports and dashboards aligned to integrated PMO processes
- Ensure performance data supports forecasting, funding compliance and assurance requirements
- Provide analytical insight to explain variances and emerging trends
- Support delivery partners and suppliers through aligned processes, common data models and consistent procedural requirements
- Establish and maintain the programme baseline framework
- Prepare, approve and control baseline development
- Integrate change impacts across scope, schedule and cost
- Produce baseline reports and performance dashboards
- Monitor variances and provide early‑warning indicators
- Ensure alignment with integrated PMO processes
- Ensure WBS / CBS alignment within EcoSys and Primavera P6
- Comply with the execution of the programme’s Change Control Plan, ensuring consistent application across all delivery areas.
- Engage proactively with the Directorate and cross-functional teams—including Technical, Planning, Risk, and Cost—to manage and maintain the programme scope baseline.
- Drive the development, enhancement, and governance of change control policies, processes, and standards, applying industry best practice to ensure continuous improvement and consistent implementation throughout the programme.
- Oversee and support the application of contingency management processes, ensuring alignment with programme governance.
- Provide leadership and subject matter expertise across the change control process, reviewing early warnings, assessing mitigation strategies, and guiding the evaluation and authorisation of compensation and change events.
- Undertake quality and assurance reviews of change proposals, ensuring clarity of impacts on scope, budget, and schedule, and escalating issues or risks where required.
- Maintain oversight and governance of the programme-wide change register, ensuring accurate reporting and clear communication of change status to enable timely decisions and financial approvals.
- Build and sustain effective working relationships across delivery teams, provide expert guidance and coaching on scope and change control practices.
- Carry out additional responsibilities or tasks as required to support effective change in governance and programme delivery.
Required Experience
- Minimum Level 8 degree in relevant discipline, e.g. Construction, Project Management, Quantity Surveying or other STEM related degree.
- Experience in project management or project controls.
- 20 + years’ experience in Project Controls within relevant Infrastructure sectors and programs.
