Lead Contracts Manager Supply Chain Management
Location: South Holland
Role Purpose
As Lead SCM Contracts Manager, you will be responsible for managing and optimizing the contractual framework within the Supply Chain Management function for complex offshore EPC projects. You will lead contract negotiations, ensure compliance, and drive commercial performance across procurement and subcontracting activities. Your Quantity Surveying expertise will be key in cost control, risk management, and value engineering throughout the procurement lifecycle.
Key Responsibilities
Contract Strategy & Execution

Develop and implement SCM contract strategies aligned with project and corporate objectives.

Lead the drafting, negotiation, and execution of procurement and subcontract agreements.

Ensure contract terms support project delivery, mitigate risks, and comply with legal and regulatory standards.
Commercial Oversight & Quantity Surveying

Apply Quantity Surveying principles to support cost estimation, budgeting, and financial forecasting.

Monitor and manage contract-related costs, variations, and claims.

Certify supplier and subcontractor payments based on progress and deliverables.
Risk & Compliance Management

Identify and mitigate contractual risks across the supply chain.

Ensure compliance with internal policies, international standards, and local regulations.

Support dispute resolution and claims management processes.
Stakeholder Collaboration

Act as the primary SCM contract interface with internal stakeholders, suppliers, and subcontractors.

Provide contractual guidance to procurement, engineering, and project teams.

Collaborate with legal, finance, and project controls to ensure integrated contract management.
Performance & Reporting

Maintain audit-ready documentation and records of all contractual transactions.

Track and report on contract performance, risks, and opportunities.

Support continuous improvement initiatives in SCM contract management.
Qualifications & Experience:

Bachelor’s or Master’s degree in Quantity Surveying, Construction Law, Engineering, or Business Management.

Minimum 10 years of experience in SCM contract management within EPC or offshore energy projects.

Strong understanding of procurement processes, contract law, and international contracting standards (e.g., FIDIC).

Experience in cost control, claims analysis, and supplier performance management.
Skills & Competencies:

Excellent negotiation and communication skills.

Strong analytical and commercial acumen.

Proficiency in ERP systems and contract management tools.

Ability to lead cross-functional teams and manage complex stakeholder environments.

Fluent in English; Dutch is a plus.
