Risk Manager (P2)
We currently seek a high caliber Risk Manager for a long-term basis within our client’s team of experienced professionals. Based in Ridgecrest, CA

The primary objective of the Construction Risk Manager is to provide contractor services and deliverable through the performance of program / project risk analyst services support. This position will serve a critical role on our clients' team supporting Navy’s Commanding Officer’s executive leadership team to assist in monitoring all aspects of construction to improve performance across cost, schedule, safety and quality.

POSITION OVERVIEW:
Under general supervision, participates in the development, execution, supervision, and coordination of all technical aspects of field engineering assignments including development of plans, schedules, contracts, procedures, and construction methods and systems. Incumbent is also responsible for reviewing the performance of subcontractors to assure contract compliance, the application of accepted construction technology and standards, and the acceptable standardization of materials and supplies. May provide technical guidance to less-experienced field engineering personnel. Willingness to relocate to construction site locations is expected.

• Identify, analyze, track, record and provide guidance with respect to actions to manage and/or mitigate risks.
• Assist management in the review of program and project risks during all stages of project development and project construction execution.
• Coordinate with the program and project teams and stakeholders to facilitate the identification of risks and develop and maintain a sense of ownership and responsibility for the risks and associated risk response actions.
• Develop efforts to identify project risks to include but not limited to using brainstorming sessions, interviewing experienced project participants and subject matter experts, root-cause analysis, and strengths, weaknesses, opportunities and threats (SWOT) analysis.
• Develop risk identification checklists based on historical information and knowledge accumulated from similar previous programs/projects and from other sources of information.
• Assist in the recording of identified risks in the appropriate program/project risk register to achieve an increasing level of awareness of risk over time.
• Assist with the prioritization of risks for further analysis or action by assessing and combining the probability of occurrence and impact.
• Considers factors such as timely response and the program leadership’s risk tolerance associated with the construction program constraints associated with cost, schedule, scope, safety and quality.
• Assist program and project managers to develop an effective plan to lessen the impact of the risk. Categorize risk by sources of risk, the area of the project affected, or other useful categories such as root causes.
• Make recommendations for risk response an appropriate response for the significance of the risk, cost to address, feedback of individuals responsible for any influenced processes and other relevant factors.
• Monitor risk response owner’s periodic reports to appropriate authorities assessing the effectiveness of the plan, any unanticipated effects, and recommends corrective actions needed to handle the risk appropriately.
• Update the programs process assets, including project lessons learned databases and risk management templates, for the benefit of follow on programs/projects.
• Recommend execution of contingencies and/or modifications to the program management

REQUIREMENTS:
• Bachelor’s degree in any field is required; however, a technical and/or business degree is preferred.
• 15+ Years of Experience
• Recent experience/technical competence in construction management risk identification, analysis and management for projects and programs greater than $10M.
• Provide a maximum of 10 examples of completed, relevant projects with samples of risk registers or similar documentation to verify experience
• Demonstrate cost control, quality control and compliance with performance schedules.
• Have at least two (2) years of specialized experience in performing the risk management, risk register, risk analysis in construction projects for NAVFAC, Corps of Engineers or other Federal Agency is highly desirable.
• Must be able to pass customer background check
