Employment Type: 6 month contract

Southern California TRS Staffing Solutions are seeking an experienced Safety Manager on a contract hire basis to join our client's EPC team based in Los Angeles, Ca.

Job Duties
Duties/Responsibilities of the position
• Assist and support the establishment and implementation of Safety Program including all phases from groundbreaking to completion (Project Service Availability)
• Assist and support the Joint Venture’s Safety Management Program
 
Duties may include but are not limited to:
  • Assisting and supporting the monitoring of HSE metrics in order to provides recommendations to HSE management when necessary to meet Company HSE standards and goals
  • Assist and support the development of approaches and solutions to HSE-related issues including managing investigations and reporting of incidents/accidents and near-misses, summarization of findings, and recommendation of strategies to prevent recurrences; supervise proposals and the implementation of a course of action approved by the Company and the client
  • Assist and support preparing certification/classification programs as well as preparing the supporting HSE documents
  • Assist and support the Implementation, oversight, and validation of onsite risk assessment, and mitigation programs, and overall security plans
  • Assist and support the oversight of HSE permit preparation on projects by maintaining expert knowledge of current guidelines and regulations
  • Assist and support the development and implementation of HSE programs, including project site-based HSE orientation, recognition and awards programs, to all levels of project staff to promote a balance between productivity and the safety of project staff and visitors in accordance with applicable laws and regulations
  • Assist and support the coordination efforts of all project safety professionals
  • Assist and support managing and controlling HSE budgets, staffing requirements and schedules
  • Producing and delivering specialized safety training for site-specific activities
  • Managing and training subordinates assigned to her/his area on HSE activities on project
  • Coordinating and executing safety cases, support studies, accident investigation and crisis management
  • Managing, tracking and reporting supervisory, auditing and training requirements
  • Work with the Construction team to develop Fire Protection Specifications (FPS)
  • Conducting Environmental Impact Assessments (EIA) as required by certification or regulatory entities
  • Ensure project site adheres to Company and regulatory HSE standards and guidelines
  • Coordinate and facilitate with Federal, state and local agencies as required along with LAWA representatives
  • Conducting Quantitative Risk Assessments (QRA)
  • Conducting Process Hazard Analyses (PHA)
  • Manage and develop HSE employees and other employees working in the HSE department on the project through expert knowledge of the Company’s HSE standards, programs and goals
  • Provide leadership as necessary between the Company, client, insurance carriers and regulatory agencies in order to provide assistance and resolution in regard to audits, remedial actions, worker’s compensation claims and other HSE related issues
  • Run gap analyses to identify and address program gaps that may occur between Company practices, client requirements, and regulatory/legislative requirements in order to confirm that the project conforms to Company, client and regulatory/legislative requirements
  • Provide leadership to initiate, foster and maintain HSE standards and goals through Company and/or project wide HSE programs to heighten awareness and promote a safe and productive work environment 

Job Requirement:
  • An active Board of Certified Safety Professionals (BCSP) credential
  • An active Certified Safety Professional (CSP) credential
  • 7 years minimum of managerial experience
  • an active BCSP Construction Health and Safety Technician (CHST) credential
  • 10 years of  heavy civil construction experience.
  • Bachelor’s degree in occupational health and safety, Engineering, Transportation Safety, or a related field.
  • Master’s degree in safety management, Engineering, or related field, preferred.
Preferred Qualifications:
  • Mega project experience (excess of $1B) Projects in Urban settings
  • Locally based and familiar with CalOSHA
  • Transit experience (rail systems) and Traffic management (MOT)
  • Experience Developing, implementing, and overseeing security plans and teams
  • Local knowledge (subcontractors, labor in Los Angeles area)
  • Ability/experience in working in joint Ventures (multiple partners)
