Operating in high-tempo, austere environments, this leader provides strategic direction, ensures strict compliance with safety and quality standards, and drives mission success from mobilization through demobilization.
Core Responsibilities
1. Operational Leadership, Project Execution & Project Management
- Lead all site operations, from initial deployment through build-out, sustainment, and demobilization.
- Manage SOW execution, construction schedules, cost controls, and progress reporting.
- Direct critical infrastructure installation: generators, temporary power systems, HVAC, kitchens, RO water systems, sanitation systems, refrigerated units, shelters, and waste management.
- Conduct and document risk assessments, solve operational bottlenecks, and enforce mitigation plans.
- Ensure all infrastructure meets regulatory, safety, and client requirements.
- Maintain accurate project schedules, Gantt charts, construction matrices, and progress documentation.
- Supervise installation and operation of temporary power distribution, generators, HVAC units, RO water systems, kitchens, refrigeration, waste management, sanitation systems, and shelter structures.
- Ensure functionality, compliance, and safety of all life support infrastructure.
- Coordinate troubleshooting, repairs, and maintenance with technical staff and subcontractors.
- Direct rapid-response activities during escalations, emergencies, or changes in mission scope.
- Prepare and manage labor and non-labor budgets; forecast costs; oversee subcontractor performance.
- Maintain operational readiness by overseeing procurement, material flow, equipment readiness, and site logistics.
- Manage complex, multi-site or high-visibility deployments.
- Lead, mentor, and direct field staff, trades, inspectors, and subcontracted teams.
- Set and communicate clear operational expectations, ensuring subcontracted teams understand required standards, priorities, and performance outcomes.
- Assign tasks, monitor performance, and enforce accountability for safety and quality.
- Support workforce planning, staffing levels, onboarding, and daily operational briefings.
- Create a high-performance, safety-first culture under challenging field conditions.
- Act as the primary client representative on-site for clients, local authorities, and federal/state agencies.
- Deliver professional and timely reporting, briefings, and operational updates.
- Build trust-based relationships that support mission success, transparency, and long-term partnership.
- Ensure that all customer expectations, regulatory standards, and contractual requirements are met or exceeded.
- Champion client's safety culture; enforce all safety, environmental, and operational protocols.
- Ensure compliance with OSHA standards, client policies, and industry best practices.
- Conduct safety briefings, audits, hazard assessments, and emergency drills.
- Maintain full compliance with quality management systems and documentation requirements.
- 12+ years of management experience in field operations, construction, logistics, military, or disaster response.
- Strong expertise in temporary infrastructure, including power distribution, HVAC, sanitation, water systems, tenting/shelters, commercial kitchen equipment, and camp services.
- Proven leadership experience in high-pressure, rapid-deployment, or expeditionary environments (LOGCAP, DoD, FEMA, USACE, emergency response, etc.).
- Advanced proficiency with MS Office and project management tools (e.g., MS Project, Procore, Smartsheet).
- Valid U.S. driver’s license; ability to pass background, MVR, drug test.
- Ability to work extended 12-hour shifts for long durations; must travel 100%.
- U.S. Passport or ability to obtain one.
- Disaster response, FEMA, military, or humanitarian deployment experience.
- Working knowledge of procurement, contract compliance, and government project execution.
- Bilingual (Spanish or Creole).

- Relevant certifications:
- FEMA ICS, NIMS, CERT
- OSHA 10/30
- CDL, HAZMAT, or equipment operation (forklift, skid steer, etc.)
- Licensed trades: electrical, HVAC, plumbing
Work Conditions- Deployed field environment; austere or disaster-impacted locations.
- 100% travel; extended assignments lasting months. May be required to live on site during activation periods
- Day or night shifts depending on mission phase.
- May be required to live on-site during shortages, crises, or escalated operations.
- Frequent physical activity, walking, lifting (up to 50 lbs), climbing, outdoor exposure.
- Exposure to outdoor environment, heavy equipment, and shift rotations (day/night).
Bachelor’s degree in Construction Management, Emergency Management, Engineering, Logistics, or related field.- FEMA ICS / NIMS, OSHA 10/30, CDL, HAZMAT, equipment operation certifications.
- Licensed trade experience (electrical, HVAC, plumbing).
- Bilingual (Spanish or Creole).
