Job Title: Skills Development Facilitator

Location: Northern Cape, Khatu

MAIN TASK & RESPONSIBILITY:

  • To develop in consultation with relevant stakeholders, the annual workplace skills plan, analyse the skills requirements of the business and coordinate the execution with regards to training needs analysis and workplace skills plan implementation. To analyse and advise the employer as per relevant industry requirements and align the business accordingly. To proactively monitor, compile and provide progress reports in respect of SLP, ATR / WSP/ BBBEEE/ DTI / Mining Charter targets on Skills Development.

 

MINIMUM QUALIFICATIONS (Essential unless otherwise indicated):

  • Grade 12

  • National Diploma Occupationally Directed Education Training and Development Practices

  • Diploma: HR Management Practice and Support (Alternative)

  • Occupationally Directed Education Training and Development Practices – SDF Programme

  • Certificate: Supervisory Development / ARM Equivalent ( Recommended)

 

EXPERIENCE AND REQUIREMENTS (Essential unless otherwise indicated):

  • 3 - 5 Years Operational HRD and skills development experience in mining environment

  • 2 Year’s Operational relevant data capturing and administrative experience preferably as SDF

 

KNOWLEDGE AND SKILLS (Essential unless otherwise indicated):

  • Support and participate in sub-functional change management to drive transformation and optimisation.

  • Complete skills audit to determine skills gaps and align training delivery

  • Provide accurate up to date / online delivery data, perform skills development according to the skills shortage

  • Compile, implement and monitor the Work Skills Plan and annual training report

  • Manage and track grant claims. Engage with MQA to source all grants available

  • Communicate MQA initiatives, grants allocation and the benefits to management

  • Create awareness with the organisation by regular feedback and educational programme and variety of communicative / educational interventions

  • Recommend policies and procedure changes, analyse training based on trends, IDPs, gaps and align accordingly as per SETA requirements / changes

  • Priorities training needs based on needs and IDP analysis and assure budget alignment with these priorities and in line with WSP, SLP and the BBBEE scorecard commitments

  • Develop the Workplace Skills Plan based on Training Needs Analysis, IDPs and performance appraisal in liaison with the supervisors and employees and delivery agents such as Technical and Behavioural

  • Training experts within the organisation

  • Submit the annual ATR and WSP having ensured sufficient consultation and alignment with internal stakeholders including Unions

  • Ensure BRMO comply with statutory HRD requirements with regards to SPL, BBBEE scorecard, Mining Charter, WSP /ATR and QCTO

  • Monitor, evaluate and advise on progress with regards to BBBEE, SPL and EE directives

  • Administer and Coordinate BBBEE evidence documentation with regards to Skills Development

  • Compile various required internal, external statutory reports timely and submit to the relevant stakeholders regarding skills and related reporting requirements to ensure all reporting requirements are met

  • Perform coordination and optimisation of Skills Development BBBEE / SPL and Mining Charter Audit scoring

  • Compile annual training report on the implementation of the previous year’s WSP

  • Participate at the Employments Equity / Skills development Committee and act as the Skills Development Facilitator for the organisation at this forum

  • Confirm the alignment of the WSP to the employment equity plan

  • Assist with identification of Vendors that are SETA approved / accredited

  • Facilitate any WSP / ATR dispute with employee’s representative and act in good faith to resolve the dispute. Follow the applicable MQA mediation process in cases where disputes consultation process cannot be resolved

  • Compile required reports and distribute to stakeholders to aid strategic decision making by Heads of Departments

  • Identify occurring problems and derive creative solutions involving team members or using own vocational knowledge and experience

  • Implement compliance requirements and communicate compliance changes

  • Resolve problems as they are encountered to ensure achievement against plan

  • Provide information on requirements related to skills development. Assist skills development initiatives and improvement method. Assist with implementation

  • Propose improvement in education, Training and Development delivery and reporting. Act on improvement tools, techniques and opportunity identified

  • Participate in solving problems related to skills development and related interventions

  • Actively grow stakeholder relationships ( Employment Equity/ Skills Development Committee, Internal Departments, MQA, Employment Equity and Transformation Function as well as organise Labour in the organisation)

  • Provide regular feedback and healthy interaction with stakeholders. Serve as a liaison/ contact person between BRMO and the MQA

  • Obtain check and refine information. Collate and submit reports. Run data exception reports and take correction action. Conduct document control spot-checks
