TRS are seeking a Supply Chain Contracts Manager to join a major infrastructure project in Dublin.
Job Description
The Supply Chain Contract Manager shall be responsible for the administration, governance, and management of the contractual arrangements between the client and its supply chain partners. The role shall work hand-in-hand with the
Client Partner PSC Manager, with both roles reporting to the Client Partner Contract Manager, to safeguard compliance with the clients contractual obligations under the Head Contract and ensure these obligations are appropriately flowed down
and administered through all supply chain agreements, including the Initial Subcontractors forming part of the Client Partner organisation.
The role holder shall assume responsibility for the administration of subcontracts, teaming agreements, collaboration agreements and other associated contractual arrangements on behalf of the client. The Supply Chain Contract Manager shall support the integrated management of the commission, working collaboratively with the Finance, Resourcing and Commercial Leads to promote strong contractual performance, operational efficiency and effective supply chain management across the programme.
The role holder shall develop, maintain and administer the Client Partner Subcontractor Management Plan, ensuring the consistent application of integrated supply chain processes across the Client Partner organisation. The role will also provide a key interface with the clients corporate functions including Legal, Governance, Finance and Executive Leadership to support the effective administration of contractual matters and actively manage the clients contractual and commercial risk exposure as the prime Consultant entity within the Client Partner structure.
Responsibilities
- Oversee the day-to-day administration and management of all Client Partner supply chain agreements, including Initial Subcontractor agreements, teaming agreements, collaboration agreements and associated contractual instruments.
- Work collaboratively with the Client Partner PSC Manager to ensure the client's obligations under the Head Contract are fully understood, monitored and effectively flowed down to relevant supply chain partners.
- Support the Client Partner Contract Manager in maintaining compliance with contractual requirements, governance arrangements and performance obligations throughout the supply chain.
- Develop, maintain and administer the Subcontractor Management Plan, ensuring integrated processes, controls and governance arrangements are consistently applied across the Client Partner organisation.
- Establish and implement robust subcontract administration processes, including:
- Contract execution and onboarding
- Obligation management
- Performance management
- Change management
- Risk management
- Record management
- Contract close-out
- Monitor supply chain contractual compliance and performance, ensuring subcontractors fulfil their contractual obligations and deliver services in accordance with agreed requirements, KPIs and governance arrangements.
- Coordinate the administration of supply chain changes, variations, contractual notices, claims and other contractual matters in accordance with subcontract provisions and Client Partner governance requirements.
- Work closely with the Finance, Resourcing and Commercial Leads to support integrated contract management, resource planning, financial performance management and commercial reporting activities.
- Support the development and implementation of performance measurement frameworks and contractual reporting arrangements across the supply chain.
- Maintain contractual records and reporting systems to provide transparency and assurance regarding subcontractor performance, compliance and commercial position.
- Interface with the client's corporate functions to ensure effective contractual administration and governance of the commission, including: Legal Governance, Finance and Risk
- Executive Leadership
- Support the preparation of internal governance papers, approvals, reports and briefing materials relating to supply chain contractual arrangements.
- Identify, assess and proactively manage contractual, commercial and operational risks arising from supply chain activities and escalate matters where appropriate.
- Actively support the management of the client's risk exposure as the prime Consultant within the Client Partner structure, ensuring contractual protections are maintained and contractual obligations are demonstrably managed.
- Promote collaborative behaviours and strong working relationships between the client, the client organisation and all subcontract partners to support successful programme delivery.
- Support dispute avoidance and, where required, the management and resolution of contractual disputes involving supply chain partners.

- Ensure all supply chain management activities are undertaken in accordance with the client's policies, governance requirements and ethical standards.
Required Experience
- 10+ years relevant experience in contract management, subcontract management, supply chain management or commercial management within complex infrastructure programmes.
- Further demonstrated experience/knowledge of the following is required:
- Administration and management of complex subcontracting arrangements.
- Managing contractual flow-down obligations from prime contracts to supply chain partners.
- Development and implementation of subcontractor management frameworks and governance arrangements.
- Contract administration under consultancy and professional services contracts.
- Management of strategic supply chain partner relationships.
- Commercial and contractual risk management.
- Teaming agreements, joint delivery arrangements and collaborative contracting models.
- Contract performance management and KPI frameworks.
- Working with legal teams to administer and manage contractual matters.
- Managing contractual change, claims and dispute resolution processes.
- Developing successful commercial relationships that enhance programme performance and delivery outcomes.
- Working within complex stakeholder environments and integrated delivery organisations.
Additionally, the Supply Chain Contract Manager shall be required to possess the following skills:
