Job Title: Cost & Change Control Manager
Location: Augusta, GA 30906
Industry: complex processes (industrial metals refining, furnace, secondary smelter, material handling)
Status of Hire: full-time, direct hire
Pay: $90-115k base plus up to 15% annual bonus (depending on experience)
Reports to: PMO Director

Overall Objective:
As a Cost & Change Control Manager, you will be responsible for working closely with the project team to develop and maintain cost control procedures, monitor project costs, and report on project performance against established budgets as well as developing and implementing the change management processes internally. You will also be responsible for proactively identifying budget risks and supporting risk mitigation and monitoring effectiveness of change management processes in controlling cost impacts.

Responsibilities:
Cost & Change control: develop and maintain project cost & change control procedures, including cost estimating, cost reporting, cost forecasting, and development of cost-saving strategies and initiatives.
  • Work with the project team to establish cost control standards and processes and ensure adherence throughout the project lifecycle
  • Develop project budgets, forecasts, and cost baselines and monitor project costs against these baselines
  • Develop cost reports and financial models to analyze project costs, identify trends, and forecast project costs
  • Establish change management standards and processes and ensure adherence throughout the project lifecycle.
  • Support validation and evaluation of proposed project changes for their impact on scope, schedule, cost, quality, and other project parameters.
  • Ensure that proposed changes are routed through the appropriate approval channels and reviewed / decided upon in a timely manner
  • Develop and maintain a standardized change log and ensure that it is accurate, up-to-date, easily accessible, and can be used to support performance management and change review meetings.
Stakeholder management and software interfaces: provide interface between project management and cost control software/tools as required and interface with project stakeholders and external entities to ensure accuracy of budget and invoice data
Performance management and reporting:
  • Develop and maintain project performance metrics related to cost and change control, including KPIs and dashboards, and use these metrics to guide project decision-making
  • Provide project status reports and other progress updates related to cost control and budget to project managers, stakeholders, and project team members, highlighting key risks and opportunities
  • Evaluate and report on project cost trends and provide recommendations for corrective actions when necessary

Requirements:
  • 3+ years of experience in cost & change control or project management, preferably including projects of similar scope, scale, and complexity in the U.S.
  • Bachelor's degree in accounting, finance, engineering, construction management, or a related field
  • Knowledge of cost control and project management methodologies and best practices, including familiarity with PRINCE2 (or comparable methodology)
  • Demonstrated experience in effectively driving budget adherence
  • Demonstrated experience in effectively driving adherence to change control procedures to minimize impact on cost and schedule
  • Knowledge of change management methodologies and best practices
  • Familiarity with project management software, including Aconex, ProCore, and SharePoint
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Strong organizational skills and attention to detail
  • Ability to work collaboratively with diverse teams
  • Proactive and action-oriented
  • Able to look ahead and develop insightful forecasts
