Location: Pernis Site
Reporting Line: Site Management / European Headquarters (HSE)
Role Purpose
Ensure full compliance of plant activities with environmental and HSE regulations, company standards, and permit requirements. Lead the development, implementation, and continuous improvement of environmental policies, procedures, and management systems to support Permit to Operate, Energy Transition, and long‑term sustainability goals while fostering a strong HSE culture.
Key Accountabilities
Environmental & Legal Compliance
- Maintain up‑to‑date environmental reporting in line with applicable legislation
- Monitor regulatory developments and translate them into internal policies and procedures
- Execute regulatory compliance checks and MRAs
- Prepare and submit environmental permits and license applications
- Advise management on compliance risks, gaps, and improvement actions
- Proactively communicate environmental issues to internal and external stakeholders
- Identify environmental risks and improvement opportunities
- Support incident investigations and root‑cause analyses
- Ensure accurate registration, documentation, and data quality
- Develop and track environmental KPIs and corporate HSE metrics
- Translate best practices and lessons learned into policy and process improvements
Energy & Sustainability
- Execute energy‑related environmental improvement initiatives
- Ensure compliance with ETS and energy covenant requirements
- Contribute to energy transition and long‑term sustainability objectives
Management Systems & Best Practices
- Implement corporate EHS standards and environmental guidelines
- Develop, maintain, and improve ISO 14001 Environmental Management System
- Own environmental procedures, legislation updates, and related training
- Initiate and prioritize environmental best‑practice studies and initiatives

- Identifies issues early and proposes practical, compliant solutions
- Builds strong relationships with authorities, consultants, contractors, and internal teams
- Communicates clearly, professionally, and effectively in complex environments

- Performs effectively under high pressure and peak workloads
- Drives continuous improvement and personal development
- Bachelor’s or Master’s degree in Chemical Engineering, Environmental Sciences, or equivalent
- 14+ years experience in the chemical industry
- Recognized specialist in environmental regulations and compliance
- Ability to develop new environmental concepts, standards, and techniques
- Strong leadership, training, presentation, and decision‑making skills
- Excellent written and verbal communication skills in Dutch and English
- Independent, persuasive, accurate, creative, diplomatic, and team‑oriented
