PMC Commissioning Manager

TRS Staffing Solutions is looking for a PMC Commissioning Manager to work on an international project on a remote location. This job is explicitly only open for candidates that have the relevant work experience and that have worked on similar roles with renowned European PMC / EPC contractors before. As a commissioning manager you will ensure that the key projects and associated engineering duties are fulfilled. The personnel is responsible for solving any engineering issues that comes up in within the project. You will act as focal point to all engineering, design and procurement matters within the organization during the project execution phase. Liaise with other functional groups to ensure the implementation of Quality Management Process.

Responsibilities:
• Cooperate and communicate effectively with PMC Leader and with Project Manager and other project participants to provide assistance and technical support
• Execute and supervise dealings in accordance to commissioning guidelines and deadlines.
• Manage & supervise the commissioning of various systems including MV Electrical System, Closed Bus System; Generator Engines, Thrusters and large Machinery Systems; Mechanical and Piping Systems; Integrated Automation Systems; Safety and Fire Systems; Dynamic Positioning, Control & Reference Systems; Offshore Crane Ancillary Utilities; Pipe Handling and Pipe Tensioning System; Position Mooring Systems; Active Heave Compensation etc.
• Monitor and supervise the completion by the EPC Contractor of the commissioning cycle in accordance with the schedule and stages of the project
• Supervise witnessing of the final inspections and assembly of equipment by the EPC Contractor staff, including check of the of punch lists package of each plant system until readiness status for start-up is reached (RFSU);
• Monitor the correct execution of commissioning activities by the EPC Contractor including compliance with the relevant procedures, utilizing, where necessary, the Vendor's commissioning specialists.
• Issue recommendations on completion of all work on time, including in compliance with all appropriate safety requirements prior to commissioning of units and systems
• Identification of critical, important and sensitive actions during commissioning and provision of requirements for these actions
• Review of test documentation prepared by the EPC Contractor to confirm the completeness and compliance with the requirements of the Project
• Notify the EPC Contractor and the company of any defect/shortfall detected and receive proposals on corrective actions from the EPC Contractor
• Analyze and evaluate performance test reports to determine actual unit performance in accordance with the EPC Contract requirements
• Monitor and ensure that the EPC Contractor provides all reports and test reports, performs timely execution of as-built documents for commissioning in accordance with the Contract provisions.
• Frequent communication with the customer representative Project Manager, Engineering Managers, and the Construction Team to provide subject-matter expert advice and leadership.

Education:
• Higher Technical Education (University Degree in Engineering) in the field of activity or equivalent.

Mandatory Experience:
• A minimum of 10 years’ experience in the discipline concerned
• Work experience (at least 1 project) in a similar position from Customer side or PMC consultant in EPCC projects in an oil and gas industry (GPP, GCC, refinery, LNG, GTL, full scale field development, international pipeline systems or other project of similar scope and complexity)

• Excellent time and project management skills.
• English: Advanced communication skills in reading writing, and speaking is mandatory
• Russian: An intermediate skill level in using Russian language is preferable
