Job Description Summary:
The Gordie Howe International Bridge project is seeking a seasoned segment manager to oversee the I-75 Michigan Interchange scope of work, roughly valued at $400MM. This position provides leadership in the organization and is primarily engaged in management activities that establish the direction of the I-75 Michigan Interchange segment for the project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, stakeholders, budgets, policies, procedures, work practices, or compliance programs. Qualified candidates should have 12+ years’ experience working on complex DOT highway programs in the self-perform, heavy civil construction markets.
Scope:
The purpose of this position is to perform the essential project management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement, fabrication, and self-perform construction projects. This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy.
Principal Job Duties & Responsibilities:
• Responsible to establish and manage project safety plan
• Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
• Sign off on all incident reports resulting in Days Away Restricted/Transfer (DART) cases; develop and present management summary report
• Develop a complete understanding of client's prime contract and any relevant subcontracts
• Ensure execution of all aspects of the project in accordance with contractual obligations, client's Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
• Ensure full compliance with client's prime contract with regard to client reporting, notifications, project system start up and close-out requirements
• Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team
• Deliver the project in accordance with the project execution and commercial baselines
• Meet the as-sold profitability target established in the project commercial baseline, and ensure project leads communicate specific contents with relevant project team members
• Promptly prepare a contract summary and communicate it to the project leads
• Ensure preparation of a written scope of facilities and services, and communicate it to project leads, and ensure project leads communicate specific contents with relevant project team members
• Establish and define the project organization, define the project staffing requirements, and coordinate staffing with supporting organization managers
• Establish, communicate, implement and maintain the Project Execution Plan (PEP) and Project Procedures Manual (PPM)
• Provide strong, effective and decisive project leadership and establish an execution framework to ensure the safety, quality, value, timeliness, and profitability of the total project execution (construction work planning, cost/ cost report management, engineering, procurement, fabrication, self-perform construction, commissioning, start up, and operations as appropriate to client's project scope)
• Establish and maintain effective client relations that result in active cooperation, prompt payment, and the desire to award follow-on work
• Establish good work environment and work relationship among client and joint venture project team members, guide team’s work implementation on aligned and consistent goal and path
• Develop the project distributed execution plan, maximizing workshare opportunities where beneficial to the project outcome
• Implement and maintain operationally consistent work processes that enable worksharing to be effectively executed among multiple offices and construction sites
• Ensure accurate, comprehensive, and timely project reporting, including completion and distribution of the final close-out report
• Establish, maintain and manage a fully documented change management system that tracks all changes to the client's contract and project baseline requirements or conditions
• Establish an efficient and cost-effective project environment
• Manage and control the project’s cost and schedule for the I-75 segment by ensuring that effective project controls are in place and functioning properly, including establishing a project structure (work breakdown structure/network/network activity), a quantitative approach to planning, reporting, and control, and a change management system
• Establish and update the clinet Business Risk Management Framework (BRMF) throughout the project life-cycle, perform initial and quarterly project BRMF assessments, and ensure the coordination of the project BRMF results with client's financial reporting
• Execute the work in accordance with the quality standards and requirements specified for the project, including the preparation of and compliance with project-specific activity plans and ensuring project audits/assessments are conducted per plan
• Ensure effective and timely coordination among design, procurement, material management, construction, commissioning, and maintenance teams for integration of technical content and schedule activities
• Ensure timely preparation and issuance of project deliverables, design documents, construction work plans, and bid packages according to schedule to support project execution activities
• Implement effective design coordination with licensors, vendors, and subcontractors to ensure proper and complete integration within the project plan
• Ensure effective interface management with third parties
• Support the implementation of automated work processes and tools on the project to the fullest extent practical, consistent with adding value and establishing an efficient and cost-effective project environment
• Comply with standards and procedures regarding the security and management of computing facilities and systems, including the use of Fluor reference systems
• Ensure that project invoices are submitted to the client in accordance with client's contract requirements and proactively follow up on accounts receivable and the timely receipt of payment in order to minimize the cost of cash
• Keep supervisor and senior operations management of the business line fully informed on project status, including client relations, project cost and schedule, changes in risk assessment, anticipated changes in project financial performance, and any other major concerns
• Provide status reports of project activities that include required financial reporting, and participate in project reviews as required by the OSR

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Working Conditions:
• Generally favorable indoor office workspace, and/or;
• Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and extreme temperatures and high noise levels
Preferred Qualifications
Qualifications and experience:
• Jobsite experience and understanding of construction safety program
• Minimum of twelve (12) years of relevant experience in heavy civil, self-perform construction, specifically with heavy highway programs
• Experience in Public Private Partnerships (P3)
• Experience in Design-Build Projects
• Experience working with Department of Transportation, specifically Michigan DOT
• Project or area management experience in diverse cultural environments is recommended
• Demonstration of successful performance as project manager on a minimum of two (2) medium to large sized projects or multiple project assignments in a significant role on large to very large sized self-perform EPFC projects
• Completion of all required in-house project management courses in addition to courses obtained from university or other qualified sources
• Good knowledge and experience on project design, construction work planning/, cost/ cost report management, engineering, procurement, material management, self-perform construction, commissioning, start up, turn over work processes, sequencing, and interfaces
• Project Controls and Finance including understanding of:
o Scheduling (including manpower loading)
o Progress measurement
o Risk assessment and management
o Code of accounts
o Work breakdown structure
o Change management
o Cost control
o Estimating process and planning
o Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis Report (PMAR) development and reporting
• General understanding of contract law and when to engage legal
• Regulatory requirements including permitting
• Understanding of project funding
• Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax)
