Client is looking for Project Engineer
Industry: Petrochemicals
Location: Jubail, Saudi Arabia

Requirements/Qualification:

- Bachelor's degree in mechanical or chemical engineering
- minimum of 15 years of overall experience and 5 years of industry-specific (petrochemicals or chemicals) experience in leading all facets of project management as the Owner’s/Operator’s Project Engineer/Manager
- PMI PMP certification would be considered a plus

- Excellent verbal and written communication skills in English. Shall be able to write technical reports, scope of work documents, project plans, and develop presentations. Shall have excellent presentation delivery skills.
- Excellent leadership and facilitation skills to have good team meetings, ask the right questions, keep the team on track, and get the required results.
- Possess excellent analysis, problem-solving, and critical thinking skills; and shall be very good at removing hurdles and getting results.
- Conversant with engineering drawings such as PFDs, P&IDs, plot plans, layouts, equipment drawings, piping isometrics, datasheets, etc.
- Proficient in the Microsoft Office suite. Shall also be able to develop flow diagrams and sketches in Visio for presentations and meetings.
- Ability to develop schedules in MS projects would be considered a plus.


Responsibilities:

- Develop and lead an integrated project team that includes SMEs and stakeholders to achieve the project's objectives from project creation through closeout using a gated project process.
- Manage the development, approval, and implementation of all project phase technical and project management deliverables and required documents.
- Facilitate the preparation and control of project scope, justification, economic analysis, schedules, cost estimates, and construction/execution plans.
- Gather and assemble the approval documentation and present the project to the Guidance Review Team (GRT) for gate approvals.
- Develop Authorization for Expenditure (AFE) documents and decision support packages and obtain approvals.
- Provide oversight for all engineering and design activities and facilitate reviews and approval of all documents to ensure compliance with all corporate engineering and industry standards and practices.
- Review vendor proposals with the project team and select preferred vendors through the bid evaluation process.
- Manage the project schedule, progress, and cost control through all phases and provide accurate monthly cost forecasts and schedule updates to stakeholders.
- Interface with the Construction Representative to ensure project execution and safety policies are followed and field installation is performed as per the IFC package.
- Manage the vetting and justification of all scope changes and adherence to the Change Management Process.
- Review, approve, or reject, and track all field installation changes and the associated cost and schedule impact on the project. Coordinate and participate in all PSSR meetings and ensure all action items are completed on time.
- Manage the development and implementation of all training, procedures, and equipment record updates required for the project.
