We are currently recruiting for a major Offshore Wind Farm Developer in Germany. They are looking for an Consent Engineer to work on a development project in their Hamburg offices

This is a freelance position for a minimum of 18 months. Starting in June 2020.

Previous Offshore Wind Project Development experience is essential

General tasks:

• A demonstrable working knowledge of the Polish permitting process, including Environmental Impact Assessment and Appropriate Assessment
• An awareness of renewable energy policy and its impact on project development
• Participation in and management of consent and certification meetings
• Experience of working within multi-disciplinary teams
• Assessment, quantitative and qualitative evaluation of the proposed solutions of suppliers and service providers, including comments on changes or similar
• Knowledge of the current state of the art and technical development in the relevant field of activity
• Project management and control of contractor’s overall project phases in the relevant discipline
• A track record of collaboration with relevant authorities and stakeholders
• Travel frequently to Poland (Warsaw, Gdansk and Slupsk) and international production and offshore sites

HSSE
• Monitoring of compliance with the client defined HSSE framework conditions
• Good understanding of health and safety regulations and requirements


Communication and language

• Speak and write English (German and Polish preferable) fluently and possess excellent communication skills, enabling you to communicate your messages smoothly and efficiently to internal and external stakeholders at all organisational levels

General

• Supports the client in the preparation and evaluation of tenders or offers in one of the disciplines specified below
• Interface to internal and external project participants
• Adhere to the project manual and all relevant project processes and the assigned forms/templates
• min. Qualification is a completed university degree in the relevant field of activity with at last 5 years’ experience in a relevant discipline

Technical Responsibilities:

General

• Work in close collaboration with the Consent and Certification Manager and consenting team in order to obtain and maintaining all necessary licenses for the Polish offshore wind project portfolio and ensuring wind farms are compliant during development, construction and operation.
• Supporting the Consent and Certification department in following
o Securing permits and changes to existing permits
o Environmental impact assessment work, with support of consultants
o co-ordinate engagement with relevant authorities and external stakeholders
o manage internal inputs, including project design and planning legal advice
o during EIA approval, take the projects through the hearing process, including the provision of required documentation
o Design and implement the permitting strategy for the projects

• Manage tenders and run the process to select external consultants e.g. Project Certifier
• Management of subcontractors and, if required, additional experts in the package
• Work with internal teams to make sure the project milestones and schedule is achieved
• Understand the risks to achieving a permit and put in place strategies to reduce these risks
• Represent the project at hearings, public consultations and workshops
• Provide advice to our portfolio on permitting risks in relation to new sites and acquisition.
• Review reports prepared by subject matter experts, preparation of documents summarizing reports
• Careful review of documents vital to the permitting process
• Oversee and manage contractors providing surveys, analyses and documents for the client
