Job Description
The HSE Supervisor is responsible for overseeing and verifying the effective implementation of the Owner‑approved HSE program by the contractor for geotechnical site investigations conducted by BGC. Working closely with Construction Superintendents, the role ensures that all site activities are performed safely, risks are properly managed, and personnel, the environment, and the public are protected at all times.
To maintain independence, the HSE Supervisor reports functionally to the Home Office HSE Manager while operating day‑to‑day at site level.
Major Responsibilities
- Provide oversight of the contractor’s implementation of the project’s HSE site‑specific management system.
- Verify that risks are identified, assessed, and controlled in accordance with the approved risk management plan.
- Ensure adequate protection measures are in place for personnel, the environment, and the public.
- Confirm the contractor provides sufficient HSE resources, facilities, training, and initiatives.
- Promote proactive involvement of all contractor personnel in HSE programs and safe work practices.
- Verify contractor line management understands and fulfills their HSE responsibilities.
- Assess and verify contractor suitability to work safely on the project.
- Monitor overall HSE performance and recommend corrective actions for substandard conditions, behaviors, or trends.
- Verify delivery of site inductions, orientation sessions, and task‑specific HSE training.
- Ensure incidents are reported and investigated in accordance with project requirements.
- Verify first aid capabilities and emergency response procedures are in place and functional.
- Confirm proper management and maintenance of HSE records, documentation, and MSDS.
- Attend HSE Committee meetings and advise project management on HSE issues.
- Participate in routine and ad‑hoc inspections with area superintendents.
- Conduct scheduled and unscheduled inspections and audits of work areas.
- Attend contractor toolbox talks to ensure relevant HSE topics are effectively communicated.
- Encourage hazard identification, intervention, and reporting by all site personnel.
- Immediately stop unsafe acts or conditions and notify responsible supervision.
- Verify implementation of an adequate occupational hygiene monitoring program.
- Report regularly on HSE performance to the Project Director and Construction Manager.
Qualifications
- Degree, diploma, or equivalent qualifications in Occupational Health & Safety, Environmental Management, or a related discipline.
- Proven experience as an HSE Supervisor or similar role on construction or geotechnical projects.
- Strong knowledge of HSE management systems, risk assessment, and site‑based safety practices.
- Demonstrated ability to work independently while influencing contractor performance.
- Excellent communication and reporting skills.
Compliance Requirements
- Ability to work in full compliance with project HSE requirements, local regulations, and Owner standards.
- Willingness to work on remote or active construction sites for the duration of the project assignments.
- Authority and confidence to stop work when unsafe conditions are identified.
