The WTG representative will be based initially in the Hamburg office for project onboarding. After onboarding, work will follow to the pre-assembly harbour – Port of Esbjerg, once the client mobilizes the pre-assembly site. Once the construction campaign begins the representative will then be aboard the SOV “Acta Pegasus”.
GENERAL DELIVERABLES:
- To review and agree with the contractor’s offshore representative the progress of the works on a daily basis in the form of a Daily Progress Report (including an accurate daily record of all pre-assembly and Completion.
- Additionally produce an internal Daily Progress Report.
- Liaising with the WTG Package Manager in regard to on-site progress and any topics requiring escalation.
- Responsible for attending and chairing construction meetings on behalf of the WTG package and relevant stakeholders when required.
- Prompt identification and notification of any construction issue that may arise or have the potential to arise during the works
- Management of safety and quality through participation in safety and quality walks on behalf of the WTG Package Manager. This should include identification and reporting any safety-related observations on a day-to-day basis as well as performing primary duties and raising alerts to any perceived trends relating to HSE risks as they arise.
- In the event of an incident / accident, following the Emergency response plan and provision of information to support investigation(s) and insurance claims.
- Responsible for liaising with the Contractor to ensure compliance with the Construction Phase Plan and with their own HSE plan.
PRE-ASSEMBLY:
- Responsible for preassembly site setup, from client’s perspective, in terms of quality of OEM works
- Assist WTG package with all issues identified during preparation phase.
- Management of incoming inspection and final walkdown snagging list creation.
- Monitoring of and reporting on progress of preassembly
- Sign Pre-Assembly DPRs
- Support the QA/QC inspectors which are permanently assigned to Pre-Assembly
- Based offshore on commissioning SOV.
- Sign Offshore DPRs and clarify in case of disagreement.
- Assist WTG package with all offshore WTG issues identified during preassembly/installation / commissioning and completion phase.
- Monitoring of and reporting on progress of preassembly, coordination with installation and offshore commissioning works.
- Responsibility for management, coordination and day to day supervision of the offshore team, including quality inspections, and other HV works.
- Oversee all commissioning activities to monitor compliance with safety and quality regulations.
- Plan and schedule daily marine operations, adapting to sudden changes in weather and work scope.
- Ensure contractual conditions met by reviewing progress and changing daily work plans for relevant teams.
- Proactive planning to detect and mitigate issues and resolve any emerging challenges.
- Assist HV testing regimes, and coordination of WTG teams to carry out relevant tasks. Verify that tests are carried out and documented.
- Coordination of external generator suppliers works, if applicable.
Training
- GWO Training according to the German applicability:
- Sea Survival,
- Working at heights,
- First Aid,
- Fire Awareness,
- Manual Handling.
- Helicopter Under Water Escape Training (HUET) with Compressed Air Emergency Breathing System (CA-EBS) certification.
- German medical or other applicable standard for German waters.
- IOSH Managing Safely or similar HSE training.
- Client representative training or similar (preferable)
Other requirements
Experience of providing offshore rep services in offshore renewables (preferably under an EPCI Contract environment). Proven experience as offshore representative as Lead Commissioning Representative for WTG pre-assembly, installation and commissioning on DE windfarms is essential. Deep knowledge of German local regulations is mandatory (as we have some specific requirements with BSH/Cranes/Personal Lifts, etc.)
• Experience with handover procedures including technical clarification of ad-hoc situations
• Experience working on other similar projects is preferable
• A strong working knowledge and understanding of the DE Health and Safety requirements;
• Strong understanding of best wind industry practice, applicable codes, standards relevant to offshore construction.
• IT proficient (Microsoft Word, Excel and Internet), experience using inspection/auditing software in a construction environment desirable.
• Excellent communication skills, able to communicate effectively with others (shall be fluent in spoken and written English)
