Description:
- Provide day-to-day PC onsite representation and coordination for landfall and nearshore works, reporting daily and weekly to the Site Manager and project stakeholders.
- Support site establishment, contractor coordination and sequencing for HDD/DP, trenching, ducting, cable pull-in, jointing and testing of 2 x 320 kV export cables.
- Implement, operate and maintain the Principal Contractor Construction Phase Plan (CPP) and Safe System of Work (SSoW), ensuring they remain current and reflect live operations.
- Operate and manage the Permit-to-Work (PTW) system, issuing permits as authorised for high-risk activities, maintaining the live permit register, coordinating permit handovers for 24-hour operations, monitoring compliance and auditing permit records.
- Support the Temporary Works Coordinator (TWC) in maintaining the Temporary Works Register, ensuring designs, checks and approvals are in place, reviewing temporary works RAMS and drawings, coordinating inspections and managing the suspension or removal of unsafe temporary works.
- Provide HSE oversight through inspections, monitoring and audits; raise Early Warnings for developing HSE and environmental trends; instruct stop-work for immediate significant HSE or environmental risks; and support incident response and investigations.
- Manage marine/onshore interfaces, coordinating vessel operations, transfers and nearshore simultaneous operations with Marine Coordinators, and maintaining marine coordination logs.
- Review, accept (on behalf of the Principal Contractor where authorised) or escalate written instructions, method statements and RAMS; advise on practical delivery methods and adapt to changing site conditions.
- Verify contractor competence, manage site inductions and maintain training and certification records.
- Maintain quality processes, including inspections, test records, red-line and as-built drawings, and handover documentation.
- Liaise with the Client, Principal Designer, local authorities, landowners and statutory environmental bodies to ensure planning, ecological and permit compliance.
- Prepare and provide daily, weekly and monthly project reporting, including status reports, coordination reports, progress updates, KPIs, HSE trends, quality status and Early Warnings, and participate in project coordination meetings.
- Maintain PTW records and permit issue/close-out documentation, including signed RAMS, competency evidence and isolation verifications.
- Maintain inspection and audit records (safety, quality and temporary works), non-conformance reports and close-out evidence.
- Maintain written instruction review, approval and escalation records, including method statement and RAMS assessments.
- Prepare incident and near-miss reports, investigation findings and corrective action close-out evidence within contractual and statutory timescales.
- Maintain quality records, including inspection and test certificates, jointing and system test records, and red line/as-built drawings for milestone completion and handover.
- Maintain environmental compliance records and liaison evidence with statutory bodies and landowners, including the project Action Register.
Requirements:
- Degree or HNC/HND in Civil, Mechanical, or Electrical Engineering (or equivalent experience).
- CSCS (Construction Skills Certification Scheme) minimum
- SMSTS (Site Management Safety Training Scheme)
- Temporary Works Coordinator certification.
- All GWO’s including medical with Chester step test would be advantageous
- NEBOSH General or Construction Certificate or IOSH Managing Safely advantageous ·
- Proven experience in onshore construction management within offshore renewables, power transmission or major civil engineering projects, including landfall (HDD/DP), trenching, ducts and marine-to-land interfaces
- Knowledge of CDM (2015) duties and UK H&S, environmental permitting and planning constraints
- Experience in work preparation, sequence planning, simultaneous operations assessment, quality and environmental management
