Our Partner, an internationally integrated Chemicals Company, is looking for an Environmental Specialist. This is an exciting opportunity located in east Houston, Texas.

Purpose of Job

The Environmental Specialist will primarily focus on coordinating the air compliance program for our client’s manufacturing facilities, including providing subject matter expertise for air permitting and air regulatory compliance. The position may have additional responsibilities or projects in other environmental compliance areas, such as water, waste, and remediation programs; and/or at other locations. This role is responsible for improving performance, ensuring full compliance with applicable regulations, and promoting a culture of “Zero Harm” at all levels in the organization.

Key Accountabilities

• Management Systems: Develop, implement, and maintain management systems to ensure compliance for environmental (air) requirements, including: RCMS®, ISO/Quality, OSHA PSM, EPA RMP, DHS, DOT, etc. and Governmental and company regulatory requirements, including reporting and inspections.
• Risk Management: Assist with assessments and mitigation identification, including PHAs, MOCs, Aspects/Impacts.
• Emergency Response: Establish and maintain an agency notification process for release events as part of facility emergency response action plan.
• Incident Investigations: Ensure SHES related incidents are investigated, and corrective/preventive recommendations are identified
• Community and Agency Relations: Develop and foster relationships with industrial neighbors, industrial organizations, and regulatory agencies
• Environmental Performance: Identify, develop, and maintain performance metrics for air compliance, and
Identify, develop, and implement performance and compliance improvement projects, including waste minimization, emission reductions, release event reductions, non-conformance elimination, etc.
• Regulatory Advisor: Knowledge of air permit requirements/conditions and applicable regulations. Keep abreast of changing regulatory landscape. Review, interpret, and implement updates/changes to permits and regulations. Provide guidance on air regulations and air permitting requirements (PbRs, Standard Permits, and Amendments) for capital projects and other process/equipment changes and associated MOCs/PHAs. Identification and communication of compliance requirements and communicate with various agencies on air compliance issues.
• Compliance Training: Ensure regulatory training is identified, available, and provided
• Compliance: Submission of regulatory and company required reports (Title V, Air Emissions Inventory, GHG, NSPS, TSCA, SARA, TRI, Tier 2, etc.) are accurate and on time. Submission of permit changes (renewals/ amendments) and negotiation of conditions. Prepare and deliver periodic (monthly, quarterly, etc.) compliance performance summaries with site management. Perform field and record audits to validate compliance measures. Ensure proper procedures, tools, records are in place, monitored, & maintained. Ensure technical basis, measurements, monitoring, calculations methods, etc. are in place for all emission sources, including release events.
• Leadership and General Roles: Meet financial objectives by forecasting and managing SHES expenditures.
Participation in SHES committees and Teams. Ensure SHES Group provides support to the business, and
ensure administrative functions for SHES are maintained (DMS, Incident/Action Management, Training, Legal Registry, Metrics, etc.)

Formal Education

Bachelor’s Degree in Chemical Engineering, or related field applicable to Environmental Compliance or Management

Working Experience

• 5-10 years of applicable environmental experience in petrochemical industry, specifically a minimum of 3-5 years of recent Texas air regulatory experience
• Minimum 5 years of experience dealing with regulatory agencies
Required Personal and Professional Skills
• Comprehensive understanding of applicable legal / regulatory environment, specifically for air compliance (Clean Air Act, NESHAPs, NSPS, GHG, TSCA, Title V, SARA, etc.)
• Experience in managing permit applications, renewals, and amendments
• Experience in coordination/oversight of service providers that provide consultation services, stack sampling, lab testing, LDAR monitoring, etc.
• Experience in project management
• Knowledge of and experience with emissions controls - MSS, LDAR, Flares, Scrubbers, Vapor Combustors, and Stack Monitoring/Testing
• Experience working in management systems - RCMS®, ISO, PSM, QMS, EMS, etc.
• Leadership skills and ability to provide guidance to employees and consultants
• Strong communication and organizational skills/techniques and ability to effectively interact and liaison with all levels of the organization and with local, state, and federal regulators
